Always, the counsel, <br />plans and work is grounded in industry best practices and proven, real-world <br />experience. <br />Todd Axtell, President and CEO <br />Todd Axtell dedicated more than three decades of his professional career to law <br />enforcement, retiring as chief of police for Minnesota's capital city police force in <br />2022. During his tenure, from 2016 to 2022, he led the agency through <br />unprecedented levels of civil unrest, staffing shortages, the COVID-19 pandemic, <br />officer deaths, and controversial police incidents. He is a nationally recognized <br />expert on 21st Century Policing who consults with departments across the country <br />on issues ranging from consent decrees to use of force to community engagement. <br />Robert Thomasser, Chief Operating Officer <br />Robert Thomasser retired from the Saint Paul Police Department in 2022 after a <br />distinguished 32-year career that began with the Los Angeles County Sheriff's and <br />ended with him serving as the Assistant Chief for his hometown police department. <br />His focus is on operational effectiveness, operational efficiency, policy development <br />and evolving strategies and tactics to stay ahead of emerging trends, threats and <br />opportunities for improvement. <br />(continued on next page) <br /> 6 <br />QUALIFICATIONS & <br />EXPERIENCE <br />155
