Memorandum <br />To: Katie Larsen, Lino Lakes City Planner <br />From: Kris Keller PE, WSB <br />Diane Hankee PE, Lino Lakes City Engineer <br />Date: November 1, 2023 <br />Re: Natures Refuge North <br />Concept Plan Review <br />023898-000 <br />WSB’s review of the Concept Plans for the Natures Refuge North development in Lino Lakes, <br />MN, prepared by Carlson McCain and received October 10, 2023. Our comments were made on <br />the following documents: <br />•Natures Refuge North Concept Plan prepared by Carlson McCain, dated October 2, <br />2023. <br />The following review comments should be responded to in writing by the applicant. <br />Engineering <br />•General <br />The Natures Refuge North Addition is the second phase of the overall Natures Refuge <br />development which includes 60 acres north of CSAH 14 (Main Street), west of CSAH 23 <br />(Lake Street) and east of Wood Duck Trail. The current conceptual project proposes 48 <br />single family houses, 60 villa lots and associated infrastructure. This property was originally <br />part of a larger development of which an Environmental Assessment Worksheet (EAW) was <br />prepared. The evaluation concluded that the project did not have the potential for significant <br />environmental effects. <br />•Grading <br />The Natures Refuge North Addition includes site grading for the 108 units as well as <br />extensions of Haywood Drive and three local streets that are yet to be named. <br />•Stormwater Management <br />Stormwater management for the Natures Refuge North Addition has not yet been proposed <br />and will need to be submitted for preliminary plat by the applicant. It is anticipated that the <br />development will include a storm sewer conveyance, rear yard drainage, and ponding <br />systems, consistent with the original Natures Refuge development. The systems shall meet <br />the City’s and Rice Creek Watershed District’s (RCWD) Stormwater Management <br />requirements. <br />Attachment 8: City Engineer Memo dated November 1, 2023 <br />91
