5 <br /> <br /> <br />SECTION 1: PURPOSE AND SCOPE <br /> <br />1.1 Purpose <br />The purpose of this policy is to establish a consistent and equitable system of personnel <br />administration for employees of the City of Lino Lakes. Terms and conditions of employment not <br />specifically established in this Personnel Policy shall remain solely within the discretion of the <br />City to modify, establish, or eliminate. The City retains the full and unrestricted right to operate <br />and manage all personnel, facilities, and equipment; to establish functions and programs; to set <br />and amend budgets; to determine the utilization of technology; to establish and modify the <br />organizational structure; to select, direct, and determine the number of personnel; to establish <br />work schedules; and to perform any inherent managerial functions not specifically referred to in <br />this policy. <br /> <br />1.2 Scope <br />This handbook contains policies and procedures for supervisors and employees and does not <br />apply to the following: <br />• Elected officials <br />• City attorney <br />• Members of city boards, commissions, and committees <br />• Consultants and contractors <br />• Volunteers <br />• Paid-on-call firefighters, except as specifically noted for paid-on-call firefighters <br />• Elected officials and members of boards and commissions, unless specifically stated <br />otherwise <br />• Paid on call fire personnel <br />• Consultants rendering professional services <br />If a section in this personnel policy is held invalid by judicial or legislative action, the remainder <br />of these policies will not be affected. <br /> <br />1.3 Applicability to Union Personnel <br />The provisions of these policies and procedures shall also apply to all organized personnel who <br />work under a collective bargaining agreement with the City. In the event of a conflict between <br />the terms of a collective bargaining agreement and this policy, the terms of the collective <br />47
