Staff’s Interpretation: The proposed Insulated Metal Panels (IMP’s) are not Class 1 materials. <br />The rock face CMU base is a Class 2 material. The IMP’s exterior embossed stucco coating is not <br />Class 2 masonry stucco. The IMP’s are not Class 2 architectural metal cladding. <br /> <br />The ordinance does allow for other materials to be approved by the Community Development <br />Director. Staff would support treating the Insulated Metal Panel (IMP) similar to Class 3 Exterior <br />Insulation and Finish System (EIFS). The material would be limited to no more than 25% per <br />wall elevation of the building addition. <br /> <br />• City Code Section 1007.043(2)(d)5. Complete or partial buildings comprised of structural <br />metal wall panel systems that act as the primary wall system, or as a complete wall system <br />such as pole barns or similar structures common to agricultural or industrial storage uses <br />are prohibited. <br /> <br />Intent: The intent is to provide additional clarification that that buildings comprised of <br />structural metal wall panel systems are prohibited. <br /> <br />Staff’s Interpretation: The data sheet provided by the applicant states “Insulated Wall Panel <br />System”. The city code states that “complete or partial buildings comprised of structural metal <br />wall panel systems that act as the primary wall system…. are prohibited.” <br /> <br />The data sheet also states “Granitstone Quad Core panels are suitable for new and retrofit <br />applications across the cold storage, commercial and industrial market sectors.” The city code <br />states, “….or similar structures common to agricultural or industrial storage uses are <br />prohibited.” <br /> <br />The proposed Insulated Metal Panel (IMP) is similar to a structural metal wall panel system and <br />is prohibited. As stated above, staff would support treating the Insulated Metal Panel (IMP) <br />similar to Class 3 Exterior Insulation and Finish System (EIFS). The material would be limited to <br />no more than 25% of the building expansion. <br /> <br />• City Code Section 1007.043(2)(d)18. Replacement of non-conforming materials on existing <br />buildings, or expansions of less than 50% of the floor area of an existing building may use <br />the same or superior materials as existing. <br /> <br />Intent: The intent is to provide flexibility for existing buildings with non-conforming materials <br />and smaller building expansions less than 50%. <br /> <br />Staff’s Interpretation: Broken down, the code reads as “Replacement of non-conforming <br />materials on existing buildings may use the same or superior materials as existing. Expansions <br />of less than 50% of the floor area of an existing building may use the same or superior materials <br />as existing.” This implies that expansions of greater than 50% of the floor area shall meet <br />exterior wall finish code requirements. <br /> <br />6
