1 <br />CITY COUNCIL <br />REGULAR MEETING STAFF REPORT <br />AGENDA ITEM 1d <br />STAFF ORIGINATOR: Jolleen Chaika, City Clerk <br />MEETING DATE: February 12, 2024 <br />TOPIC: Exempt Gambling Permit: ARCHES <br />VOTE REQUIRED: 3/5 <br />______________________________________________________________________________ <br />INTRODUCTION <br />Aquinas Roman Catholic Home Education Services (ARCHES) has applied for an Excluded <br />Gambling Permit to conduct bingo at St. Joseph's Catholic Church on March 9, 2024. <br />BACKGROUND <br />Pursuant to Minn. Stat. 349.166, organizations are eligible to obtain an excluded permit to <br />conduct a raffle without obtaining a full gambling license and without abiding by all provisions <br />required by licensed organizations if: <br />- The organization conducts lawful gambling on four or less days per year; <br />-The organization conducting the bingo is a 501(c)(3) and the total value of prizes <br />donated and purchased does not exceed $1,500; <br />Further, City Ordinance, Section 611.07 requires that any organization applying for any lawful <br />gambling permit under Minn. Stat. 349.11 through 349.23, must receive approval from City <br />Council. Although this application is for an excluded permit for a one-time event, Council <br />approval is still required. ARCHES meets all requirements to obtain an exempt permit. <br />RECOMMENDATION <br />Approve Application for Exempt Permit and authorize City Clerk to sign the same to return <br />to the MN Gambling Control Board. <br />57
