CITY COUNCIL WORK SESSION December 4, 2017
DRAFT
4
begin treating trees last year (about 86 done last year). He spoke on another state’s 136
experience with ash tree mortality under this bug. Minnesota has a better curve due to 137
preparation and good sanitation. The city is managing the public trees, communication 138
efforts are underway with the residents on the situation, training will be offered to people 139
answering the phones, etc. 140
141
Mayor Reinert said the plans are sound and he applauds staff for staying on top of it. 142
143
7. West Shadow/LaMotte Street Reconstruction Update - City Engineer Hankee 144
reviewed her written report. She updated the council on the neighborhood meetings that 145
were held. 146
147
LaMotte – about four property owners attended. A survey will be sent out seeking 148
resident interest. 149
150
West Shadow Lake – a very good showing of those residents. It is her understanding that 151
they are interested in sewer and water utility extension. 152
153
The council, on December 11th, will see a request for approval of the amended feasibility 154
study along with project costs and an assessment roll. The assessments would be per 155
unit and limited to properties with homes today. The council will also have a request to 156
set a public hearing date for each of the neighborhoods (LaMotte based on survey results). 157
158
Ms. Hankee reviewed the presentations from the neighborhood meeting. For LaMotte, 159
the plans indicate matching existing width of the roadway, including surface water quality 160
basins, a channel outlot on LaMotte Drive restoration, on LaMotte Circle clean storm 161
sewer system and address rear yard drain issue that has been lingering. Because Rice 162
Creek recently changed their rules, storm water management isn’t required without an 163
increase in impervious surface; the storm water improvements provided will be as good 164
stewardship and to prolong life of the roadway. 165
166
Ms. Hankee reviewed the presentation on West Shadow Lake. The roadway design 167
includes a memo to staff on the roadway width pluses and minuses. They are looking at 168
a 24 or 26 foot wide road on the south section (past culvert section and into the woods) 169
and then wider further down to accommodate parking at the request of residents. Curb 170
and gutter is going to be recommended as needed for drainage and for connections for 171
aesthetics and drainage operation. Council Member Rafferty asked if there is a 172
difference in curb planned for the different projects. Ms. Hankee suggested they are 173
alike – the renderings are just different. Drainage will be accommodated differently in 174
different areas – storm basins, using existing drainage in County Lakes Park that needs to 175
be opened (including tree work), pervious pavement for filtration, vegetative channeling 176
(existing easement) outlet to lake, replacement lake culverts, adding system of pipes and 177
catch basins. 178
179
