CITY COUNCIL WORK SESSION December 4, 2017 <br />DRAFT <br /> 3 <br />Mayor Reinert asked that the council be provided with the items that have been removed 91 <br />from the plans. He also noted the Parks and Trails Management Plan idea that he 92 <br />introduced and asked how that infiltrates into these plans. Mr. Grochala said Public 93 <br />Services Director DeGardner is working with Ms. Amberg to incorporate that concept. 94 <br />He explained the master planning that proceeds planning and identifies needs and costs. 95 <br />That information provides for funding discussion and other planning activities. It all gets 96 <br />wrapped into the capital improvement plan. Mayor Reinert noted that the Plan he 97 <br />mentioned looks ahead in that fashion and he’d like to understand how this complements 98 <br />that planning Mr. Grochala said that plan is well underway already and this information 99 <br />will be filtered in as is appropriate. Finance Director Cotton added that the council will 100 <br />see funding plans ahead as part of the budget discussion later this evening. Council 101 <br />Member Manthey questioned if repair costs should be included in planning for future 102 <br />development. 103 <br /> 104 <br />4. Body Worn Cameras – Public Safety Director Swenson reviewed the process the city 105 <br />has followed in accordance with state requirements. Questions they have received were 106 <br />reviewed as well as the department’s response (all included in the staff report). A public 107 <br />hearing is a requirement and is scheduled for council consideration of approving purchase 108 <br />of the cameras. Data storage will be a cost involved and will be handled in conjunction 109 <br />with Metro INet but he anticipates costs to go down as more departments move to this 110 <br />technology. He is also proposing some upgrades to squad equipment that will insure 111 <br />proper coordination with the cameras. He reviewed the costs included in the staff report. 112 <br /> 113 <br />Mayor Reinert remarked that the process will provide good protection for the police. 114 <br />Council Member Manthey concurred and asked if the other agencies in the county are 115 <br />using the recommended product? Director Swenson said there isn’t a lot of experience 116 <br />but he noted those cities that have moved on the equipment (various). 117 <br /> 118 <br />Council Member Kusterman clarified that this is not a leasing arrangement but a 119 <br />purchase. How long are they to last? Director Swenson said the manufacturer gives four 120 <br />to five years but they are hopeful to get more longevity. 121 <br /> 122 <br />5. Textile Recycling/Reuse – Environmental Coordinator Asleson reviewed the staff 123 <br />report outlining the proposed program. Questions were asked about the length of the 124 <br />contract and why the program would be successful with other programs (i.e. ARC) 125 <br />availabl. Council Member Maher said she is supportive because she sees what could be 126 <br />accomplished. 127 <br /> 128 <br />Mayor Reinert asked, if this request is brought forward to the council for approval, it 129 <br />should clearly include language allowing the city to opt out of the contract. 130 <br /> 131 <br />6. Emerald Ash Borer Update – Environmental Coordinator Asleson noted that the ash 132 <br />borer has been identified within Lino Lakes (Target parking lot). As a result the 133 <br />Environmental Board and Park Board held a meeting to discuss. He can report that it 134 <br />seems as if the city has been preparing properly and is in a good place. The city did 135
