CITY COUNCIL WORK SESSION December 4, 2017
DRAFT
8
public resources” as it shows up in the policy be addressed, so going forward there can be 315
a better understanding. 316
317
Council Member Rafferty suggested getting back to the basics of the concerns. 318
- Newsletter concerns; 319
- Making an opinion clear as what it is; 320
- Use of social media (does it come across positive for the entire council); opinion 321
based things clear again. 322
323
Mayor Reinert pledged to do a better job. 324
325
Administrator Karlson, given what he’s heard, said he recommends looking at examples 326
and using League of Minnesota Cities resources to bring back some update 327
recommendations in January. 328
329
12. Legal Spending Limits for City Staff – Administrator Karlson said the question did 330
come up the same night as the previous question. He mentioned the budget for these 331
services. He feels that trust is needed as staff has to make a decision about when a legal 332
opinion is needed. He is conservative and he feels trust is merited. 333
334
13. Replacement of Council iPads/Tablets – Mayor Reinert suggested waiting until 335
January for the discussion, after the new council member is on board. 336
337
14. Election Polling Places – City Clerk Bartell reported that the city must designate 338
polling places for the coming year prior to the end of this year. A resolution that 339
maintains the current locations will be on council agenda. She reviewed additional 340
information in the staff report that was intended to update the council on the possibility of 341
future precinct/polling place changes. 342
343
15. 2018 Budget - Finance Director Cotton recalled previous discussions of the 2018 344
budget that have brought a proposed budget forward to this point. She also mentioned 345
consideration of the 2017 budget and a proposed surplus (mostly revenue based). She 346
noted the possibility of designating some of that surplus to an air conditioning unit for the 347
city hall complex. She noted that the Public Services Director, Mr. DeGardner, would be 348
speaking on parks. 349
350
Mayor Reinert noted the recent loss of the tennis courts in one area of the city and the 351
lack of replacement of those facilities. His opinion is that some surplus funding could be 352
allocated for some replacement use in that area, perhaps decided by the residents. Those 353
residents feel that they’ve lost something and he’d like to advocate for something there. 354
355
Council Member Rafferty said he spoke with some people who felt the courts could have 356
been redone. It was a safety situation that required the removal and he understands that. 357
358
