CITY COUNCIL WORK SESSION December 4, 2017 <br />DRAFT <br /> 9 <br />Director DeGardner remarked that ultimately it’s up to the council on how funds are 359 <br />earmarked. 360 <br /> 361 <br />Director DeGardner then reviewed his report, including an inventory of park facilities 362 <br />with assumptions on the life of equipment at those locations and estimated replacement 363 <br />costs. This is really a first look at the system and what could be done. 364 <br /> 365 <br />Council Member Manthey said he appreciates having all the information for use as the 366 <br />council considers questions about these facilities. 367 <br /> 368 <br />Director DeGardner then reviewed the sheet indicating cost estimates based on the future 369 <br />master plan. 370 <br /> 371 <br />Director DeGardner then reviewed the third list of possible future park developments that 372 <br />are not a part of the master plan. 373 <br /> 374 <br />Director DeGardner then reviewed a trail projects sheet. They are components that are 375 <br />being followed with estimated costs. 376 <br /> 377 <br />The next sheet reviewed is seen as a tool to put all the information into perspective to 378 <br />give the council an idea of an annual investment requirement, based on a timeline out to 379 <br />2045. It does give a sense of the magnitude of the work. 380 <br /> 381 <br />Mr. DeGardner’s final information presented was on the $30,000 that has traditionally 382 <br />been budgeted for trails. 383 <br /> 384 <br />Mayor Reinert suggested that he was looking for something with a little more consistency 385 <br />in cost. He doesn’t like the heavy front end and lighter back end. Ms. Cotton said it’s 386 <br />heavy on the front end due to the assumptions on life. 387 <br /> 388 <br />Mayor Reinert suggested that it looks as if the city could dedicate $300,000 for next year. 389 <br />He would support the recommendation. 390 <br /> 391 <br />Council Member Rafferty asked about a culvert at Clearwater Creek; is that because the 392 <br />trail is always underwater? Mr. DeGardner concurred. He concurs with the $300,000 393 <br />range to get things going and he wonders about adding more even if it’s borrowed. He 394 <br />touched on the recreation complex land. Mr. DeGardner suggested that this time of a 395 <br />budget surplus is something that may not occur again. Council Member Rafferty asked 396 <br />about putting some surplus funds into roads as well. Director Cotton warned that the 397 <br />surplus may still be impacted by future needs. Council Member Rafferty asked if 398 <br />$50,000 to roads is unrealistic. Director Grochala said there will be a surplus update in 399 <br />January. 400 <br /> 401
