COUNCIL MINUTES December 11, 2017 <br />DRAFT <br />1 <br />CITY OF LINO LAKES 1 <br />MINUTES 2 <br /> 3 <br /> 4 <br />DATE : December 11, 2017 5 <br />TIME STARTED : 6:30 p.m. 6 <br />TIME ENDED : 8:30 p.m. 7 <br />MEMBERS PRESENT : Council Member Rafferty, Kusterman, Maher, 8 <br /> Manthey, and Mayor Reinert 9 <br />MEMBERS ABSENT : 10 <br /> 11 <br />Staff members present: City Administrator Jeff Karlson; Community Development Director Michael 12 <br />Grochala; Director of Public Safety John Swenson; Finance Director Sarah Cotton; Public Services 13 <br />Director Rick DeGardner; City Planner Katie Larsen; City Engineer Diane Hankee; and City Clerk 14 <br />Julie Bartell 15 <br /> 16 <br />PUBLIC COMMENT 17 <br /> 18 <br />Mike Stanecki, 6977 Glenview Lane, expressed concern about his taxation notice. The percentage 19 <br />presented is higher than he heard announced for the city. He also noted a concern about snow 20 <br />plowing on Glenview. 21 <br /> 22 <br />Mayor Reinert remarked that Mr. Stanecki’s concern may be a result of increased value on his 23 <br />property and he explained that the city has authority to change the valuation of property within the 24 <br />city if it is found to be wrong; those values are originally set by the county assessor.. He’s 25 <br />experienced that action during his time on the council. 26 <br /> 27 <br />Finance Director Cotton explained that the Truth in Taxation hearing this evening will shed light on 28 <br />the city’s budget and that information should be helpful to Mr. Stanecki. Also she is willing to meet 29 <br />with Mr. Stanecki personally to go over his statement. 30 <br /> 31 <br />Mayor Reinert asked Administrator Karlson to follow up on the plowing concern. 32 <br /> 33 <br />SETTING THE AGENDA 34 <br /> 35 <br />The agenda was approved as presented. 36 <br /> 37 <br />CONSENT AGENDA 38 <br /> 39 <br />Council Member Rafferty moved to approve Consent Agenda Items 1A through 1J, except Item 1C. 40 <br />Council Member Maher seconded the motion. Motion carried on a voice vote. 41 <br /> 42 <br />Council Member Manthey moved to approve Consent Agenda Item 1C as presented. Council 43 <br />Member Kusterman seconded the motion. Motion carried on a voice vote. Council Member Rafferty 44 <br />abstained. 45
