COUNCIL MINUTES January 8, 2018 <br />DRAFT <br />2 <br />Consider Approval of Application for an Exempt Raffle 47 <br /> Event at Lino Lakes Elementary School Approved 48 <br /> 49 <br />Consider Approval of Application for an Exempt Raffle 50 <br />Event for Aquanis Roman Catholic Home Education 51 <br />Services to Conduct Excluded Bingo event Approved 52 <br /> 53 <br />December 11, 2017 Closed Council Minutes Approved 54 <br /> 55 <br />FINANCE DEPARTMENT REPORT 56 <br /> 57 <br />There was no report from the Finance Department. 58 <br /> 59 <br />ADMINISTRATION DEPARTMENT REPORT 60 <br />3A) Consider Approval of 2018 Annual Appointments – Administrator Karlson reviewed the 61 <br />list of designations as it was updated based on the council’s work session dicussion. 62 <br />Council Member Stoesz indicated that he would be abstaining on the vote to avoid any possible 63 <br />conflict of interest due to his employment with US Bank. 64 <br />Council Member Rafferty moved to approve the appointments as presented. Council Member Maher 65 <br />seconded the motion. Motion carried on a voice vote; Council Member Stoesz abstained from voting. 66 <br />3B) Personnel Issue – Administrator Karlson reviewed the staff recommendation to eliminate one 67 <br />Recreation Supervisor position. After much discussion with the school district and in recognition 68 <br />that duplication of programming is not in the best interest of the city, with difficulty staff is 69 <br />recommendating the elimination of the position and termniation of the employment of Ms. Ali Lukin, 70 <br />with four weeks pay as severance. 71 <br /> 72 <br />Mayor Reinert remarked that the city has always had fantastic recreation programming but much of 73 <br />that has been adopted by the school district and that, along with the fact that the school district is 74 <br />charging high fees for facility use, makes this decision inevitable. Recreation programming will be 75 <br />reviewed and amended as a result and as is appropriate. Council Member Rafferty explained what a 76 <br />difficult decision this has been. Council Member Manthey said he understands the difficulty of 77 <br />letting someone go but the change is evident and he hopes the impacted person will be able to move 78 <br />to a good position elsewhere. 79 <br />Council Member Manthey moved to approve the elimination of one Recreation Supervisor position 80 <br />and termination of employment of Ali Lukin as recommended. Council Member Maher seconded 81 <br />the motion. Motion carried on a voice vote. 82 <br />3C) Consider Appointment of Recycling Intern – Administrator Karlson explained staff’s 83 <br />recommendation to appointment Sayard Schultz to this open and budgeted position. He recalled that 84 <br />the position is funded by a grant from Anoka County. 85 <br />Council Member Maher moved to approve the appointment of Ms. Schultz as recommended. 86 <br />Council Member Stoesz seconded the motion. Motion carried on a voice vote. 87
