COUNCIL MINUTES January 8, 2018 <br />DRAFT <br />3 <br />3D) Consider Pay Increase for PT Scanner Operator – Administrator Karlson explained the 88 <br />recommendation for a pay increase to cover the pension contribution that becomes required at a 89 <br />certain point in city employment. 90 <br />Mayor Reinert asked staff for an estimate of the completion of the Laserfiche project. City Clerk 91 <br />Bartell explained the progress to date, focusing on the property records, and plans for the future. 92 <br />Council Member Maher moved to approve the pay adjustment as recommended. Council Member 93 <br />Manthey seconded the motion. Motion carried on a voice vote. 94 <br /> 95 <br />PUBLIC SAFETY DEPARTMENT REPORT 96 <br /> 97 <br />There was no report from the Public Safety Department. 98 <br /> 99 <br />PUBLIC SERVICES DEPARTMENT REPORT 100 <br /> 101 <br />There was no report from the Public Services Department. 102 <br /> 103 <br />COMMUNITY DEVELOPMENT DEPARTMENT REPORT 104 <br /> 105 <br />6A) Public Hearing: Consider Ordinance No. 01-18, Vacating Drainage and Utility Easement 106 <br />Lot 1, Block 1 of Pine Glen – City Engineer Hankee reviewed the written report. The requested 107 <br />vacation relates to expansion of the All Seasons Rental facilities. The property involved is 108 <br />essentially being replatted to facilitate the expansion and addition of property. As part of that, the 109 <br />existing easements are proposed to be vacated and reestablished on the new plat. 110 <br />Mayor Reinert opened the public hearing. 111 <br />There being no one present wishing to speak, the public hearing was closed. 112 <br />Council Member Maher moved to approve the 1st Reading of Ordinance No. 01-18 as presented. 113 <br />Council Member Manthey seconded the motion. Motion carried on a voice vote. 114 <br />6B) Consider Resolution 18-01, Approving Utility Fee Refund for Lot 1, Block 1, Chavez 115 <br />Preserve – City Engineer Hankee reviewed the written staff report. This development has been 116 <br />approved by the council. Staff is recommending a refund based on the status of home in question of 117 <br />having paid one unit of utility fees. 118 <br />Council Member Manthey moved to approve Resolution No. 18-01 as presented. Council Member 119 <br />Maher seconded the motion. Motion carried on a voice vote. 120 <br />6C) Consider Resolution 18-02, Approving Draft Local Water Management Plan and 121 <br />Authorizing Submittal to Water Management Organizations for review – City Engineer Hankee 122 <br />& Katy Thompson of WSB & Associates presented the plan. Ms. Thompson reviewed a PowerPoint 123 <br />presentation (on file) outlining: 124 <br />- Lino Lakes issues; 125 <br />- Map of indicating heavy soil (non infiltrating); 126 <br />- Ditch system that currently serves the city; 127
