On May 8, 2017, the Lino Lakes City Council passed Resolution 17-42 accepting the Feasibility Report for <br />the West Shadow Lake Drive and LaMotte Neighborhood improvements. Due to design considerations <br />and input from residents adjacent to the project regarding the extension of water and sanitary sewer, <br />the following additions are intended to be included as an amendment to the Feasibility Report. The <br />proposed project with the amendment as outlined below, is necessary, cost effective, and feasible. <br />Feasibility Report Section 3.3 - Watermain Improvements - 3.3.3 Alternative Improvements <br />The proposed watermain improvements on West Shadow Lake Drive include extending an eight- <br />inch diameter water line north along West Shadow Lake Drive from Birch Street to Sandpiper <br />Drive and along Shadow Court, a total of approximately 7,800 feet. Improvements would also <br />include hydrants, gate valves, and water service extensions to the right-of-way / property line. <br />Water services are proposed from both the new and existing water main to each property line, <br />buildable lot, or sub-dividable lot. Due to a high ground water table and to minimize impacts to <br />private property, the watermain is proposed to be directionally drilled. <br />Property owners may keep their existing well for irrigation if it remains in compliance. There are <br />some wells along the project that we anticipate will need to be sealed per the Minnesota <br />Department of Health due to the proximity of new sanitary or storm sewer. <br />Feasibility Report Section 3.4 - Sanitary Sewer Improvements - 3.4.3 Alternative Improvements <br />Two types of sanitary sewer systems were evaluated for the northerly area of the project <br />serving the existing homes along West Shadow Lake Drive and Sandpiper Court. The first system <br />was a conventional 8-inch gravity sanitary sewer system with a City owned and operated lift <br />station and the second system a 3-inch pressure main system where each home is serviced by a <br />small lift (or grinder) pump connection. <br />Due to the high groundwater table and the narrow road right-of-way, the conventional gravity <br />sewer system is not a feasible option to serve the properties on the north end of West Shadow <br />Lake Drive (north of the culvert crossing were Reshanua Lake outlets to Rice Lake). The depth <br />required to install the sewer would be well below the groundwater table and significantly <br />deeper than the pressure system alternative. City staff contacted a local contractor, with <br />experience installing utilities within this area of Lino Lakes, to review the geotechnical report <br />and site conditions. It was their recommendation to directional drill utilities due to high ground <br />water and soil types. <br />Directional drilling of the gravity system would not be practical as the shallow grades preclude <br />this type of construction technique. Due to the narrow right-of-way, excavated materials from <br />an open cut trenching method would need to be hauled and stockpiled offsite. The width of the <br />trench would extend beyond the existing road right-of-way in many locations; temporary <br />easements would be required from property owners. In addition, existing wells and septic <br />systems are in close proximity, or in some cases, within the road right-of-way and would conflict <br />with an deep open cut installation method.
