<br />WS – Item 3 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 3 <br /> <br /> <br />Date: March 5, 2018 <br /> <br />To: City Council <br /> <br />From: Diane Hankee PE, City Engineer <br /> <br />Re: 465 Ash Street Municipal Utility Connection <br /> <br />Background <br /> <br />The property owner of 465 Ash Street, Lino Lakes, MN has requested to connect to the <br />City of Shoreview’s municipal utilities. They recently purchased the property which has <br />an existing home on it, and they are planning on constructing an addition. The home is <br />required to have a compliant septic system and they system needs to be upgraded to <br />accommodate the proposed addition. The property owner prefers to connect to municipal <br />utilities and feels it is more cost effective than an onsite septic. <br /> <br />The City of Lino Lakes does not currently have municipal utilities available along the <br />400 block of Ash Street. The closest Lino Lakes municipal utilities are located within <br />Ware Road. Enclosed property map. <br /> <br />Ash Street (CSAH 32) is a border road with the City of Shoreview and under the <br />jurisdiction of Anoka County and Ramsey County. The City of Shoreview has municipal <br />utilities along the south side of the roadway. <br /> <br />The City of Lino Lakes Comprehensive Plan future land use has the area including 465 <br />Ash Street is guided as low density residential. This area is within Stage 2 of the utility <br />staging plan. There are two parcels next to 465 Ash Street that also contain significant <br />wetlands and are not likely going to be developed with municipal utilities. These parcels <br />are 415 Ash Street and 435 Ash Street. Serving these three parcels with municipal <br />utilities through the City of Shoreview has been reviewed. If service is requested prior to <br />Lino Lakes system being in place, then they would be best served through Shoreview. <br /> <br />The proposed utility connection would require the property be changed to Stage 1 of the <br />City of Lino Lakes utility staging. Staff is evaluating if a Comprehensive Plan <br />Amendment is required. Staff is working to expedite the process however a <br />Comprehensive Plan Amendment could take up to 3 months. <br /> <br />In working with the City of Shoreview staff, it was communicated that they would allow <br />the connection if an agreement was in place with the following stipulations: <br /> <br />• Residential connections to Shoreview’s sanitary sewer system exposes them to <br />sewage backup claims and I & I via illegal (in Shoreview) sump pump and
