<br /> <br />For general civil city attorney services, the firm proposed a fixed annual retainer of <br />$30,000 to encourage open and frequent communication between the City and its <br />attorneys. <br /> <br />Kennedy & Graven <br /> <br />Kennedy & Graven is the largest law firm in Minnesota that practices primarily local <br />government law. Their staff consists of 29 attorneys, 7 paralegals, and 14 support staff. <br />The firm practices in all major areas of municipal relating to cities. They are the <br />appointed city attorney in 32 cities, including Brooklyn Center, Brooklyn Park, Crystal, <br />Hopkins, Maplewood, Oakdale, Richfield, Robbinsdale, Rosemount, Shakopee and <br />Tonka Bay. <br /> <br />Kennedy & Graven proposes Andrew Biggerstaff for the role of city attorney. <br />Biggerstaff is the city attorney for Tonka Bay and Robbinsdale. He has less than three <br />years of experience as an associate attorney with Kennedy & Graven. <br /> <br />Kennedy proposed the following fees through 2018: <br /> <br /> General Non-General Econ. Dev. & TIF <br />Attorneys: $160/hr. $180/hr. $215/hr. <br /> Paralegals: $ 95/hr. $ 95/hr. $115/hr. <br /> Law Clerks: $ 95/hr. $ 95/hr. $ 95/hr. <br /> <br />Municipal work was 95% of the firm’s billing in 2016. Minimum billing increment is six <br />minutes (.10 hours). <br /> <br />Ledin, Hofstad, Troth & Fleming <br /> <br />The law firm has three full-time attorneys, one counsel attorney, and five support <br />personnel. They have three office locations in Hinckley, Pine City, and North Branch. <br />The firm represents eight municipal clients, but none in the metropolitan area. They did <br />specify who the lead attorney would be since they prefer to operate in a collaborative <br />manner. <br /> <br />Their 2016 billings for municipal work were nine percent. Attorneys charge $200 per <br />hour for municipal work. The firm bills to the nearest tenth of an hour (1/10th). <br /> <br />Ratwik, Roszak & Maloney <br /> <br />Ratwik currently has 10 attorneys and three support staff. All attorneys are experienced <br />in municipal law. 99 percent of its billings are to municipal clients. Joe Langel has been <br />Lino Lakes’ city attorney since 2010 and would continue to serve as the Lino Lakes City <br />Attorney. Joe has practiced municipal law for over 22 years. Joe also serves as city <br />attorney for the cities of Ramsey, Brainerd, Ironton, Crosby, Deerwood, Cass Lake, Clear <br />Lake, Breezy Point, and Federal Dam. 100 percent of Joe’s work is related to municipal <br />civil law. <br />
