In the penetration test borings, we will sample soils at 2 ½ foot intervals <br />to the borings termination depth. If unsuitable soils (organic soils, etc…) are <br />encountered at the proposed boring termination depth(s), it may be necessary <br />to extend the borings into more competent materials. This will allow us to <br />better evaluate potential construction issues. An additional charge of $20 per <br />lineal foot will be assessed for borings extended beyond their proposed <br />termination depths. If the added work requires an additional mobilization to <br />the site it will be charged at $300 per day. <br /> <br />3. Prepare Permits, Specifications, and Bidding Documents <br /> <br />WSB will assist the City in obtaining approvals from governmental authorities having <br />jurisdiction over the project if it is determined that they are needed. WSB will assist the <br />City in preparing permit applications and/or approval requests and will assist the City <br />with submitting the applications/approval requests to the appropriate regulatory agencies. <br />Permit applications and/or agency review submittals are anticipated for: MPCA, MCES, <br />RCWD, and MDH. <br /> <br />WSB will develop the final project plans/maps and specifications based on the agency <br />review comments. This task will include an internal QA/QC review of the final plans, <br />quantities, and specifications. <br /> <br />Upon completion of permitting and agency review and approval, a final set of <br />construction documents will be prepared for bidding. <br /> <br />WSB will print, assemble, and submit the final contract documents to the City and <br />request authorization to advertise the project for bidding. WSB will receive and respond <br />to bidder inquiries concerning the plans, specifications, and intent of the project. Logs of <br />all inquiries will be kept and maintained to document inquiries. WSB will attend the <br />project bid opening with the City. <br /> <br />WSB will review the low bidder’s bid proposal, contractor’s and subcontractor’s <br />personnel proposed for the project and relative experience, quality and availability of <br />equipment, performance on similar projects, references, nature and extent of other similar <br />contracts, whether or not the contractor or subcontractors have ever been denied contract <br />award, and any other information that would affect the ability of the contractor to <br />perform the work. <br /> <br /> <br />The engineering fee to complete the 49 & J Water and Sewer Extension <br />Project is $46,502.00 (not to exceed). <br /> <br />This letter represents our understanding of the 49 & J Water and Sewer Extension Project and the <br />proposed scope of services.
