CITY COUNCIL <br />AGENDA ITEM 3A <br /> <br />STAFF ORIGINATOR: Karissa Bartholomew, Human Resources Manager <br /> <br />MEETING DATE: April 9, 2018 <br /> <br />TOPIC: Increase Building Inspection Temporary Support Staff Budget <br /> <br />VOTE REQUIRED: 3/5 <br /> <br />INTRODUCTION <br /> <br />The Council is being asked to increase the building inspection temporary support staff budget by <br />$20,721 and for approval to employ a second temporary part-time building inspector. <br /> <br />BACKGROUND <br /> <br />For 2018, the City budgeted $18,720 for temporary assistance with building inspections. This <br />amount was to cover one part-time temporary building inspector for six months. The need for <br />temporary assistance has been a direct result of roofing and siding damage incurred in the June <br />2017 storms. <br /> <br />Inspections are pending for nearly 1,700 residential properties from permits issued in 2017, and <br />staff is already seeing an influx in 2018 permits. Staff is anticipating another 2,700 roofing and <br />siding related permits in 2018. These are in addition to increasing development related permits, <br />plan review, rental licensing, fire inspections and code enforcement activities. <br /> <br />Current full time staffing levels include the Building Official, Building/Fire Inspector. The <br />budgeted temporary building inspector has been hired on to assist with completing 2017 <br />inspections. However, staff will be unable to keep up without additional help, even with the <br />temporary building inspector. <br /> <br />Staff is requesting that the Council approve an increase of $20,721 to the building inspections <br />support staff budget to cover the costs of a second temporary building inspector. Increasing the <br />budget will allow for a second part-time building inspector to work 24 hours a week, for a six <br />month period, and cover additional supplies needed. <br /> <br />The cost for bringing in a second temporary building inspector will be offset by Building Permit <br />Revenue. <br /> <br />RECOMMENDATION <br /> <br />Approve an increase to the building inspection temporary support staff budget by $20,721 to allow <br />for a second temporary building inspector.
