<br />WS – Item 2 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 2 <br /> <br />Date: May 7, 2018 <br /> <br />To: City Council <br /> <br />From: Michael Grochala, Community Development Director <br /> <br />Re: 49/J Development Concept Plan - Lyngblomsten <br /> <br />Background <br /> <br />Staff has had ongoing conversations with Richard Morris, owner of the 17 acre parcel north of <br />the liquor store and insurance agency, regarding potential development. This is the site that has <br />previously been considered for a grocery store and more recently a housing development. <br /> <br />The land is currently zoned GB, General Business but guided mixed use in the Comprehensive <br />Plan, to allow for both commercial and residential development. <br /> <br />The Hodgson Road & CRJ Master Planning Study was prepared for the mixed use area and <br />approved by the City Council in 2007. The study is available on the City website under <br />Community Development/City Planning/Planning Studies. The study was incorporated into the <br />2030 Comprehensive Plan. The plan is intended to establish a general land use design with some <br />specified important design elements. As noted in the comprehensive plan, future amendments of <br />the Plan may be appropriate to address evolving community needs, market forces, and regulatory <br />requirements. <br /> <br />The planning study assumed that approximately half of the area would develop with residential <br />uses at approximately 10 units per acre overall. The Comprehensive Plan allows the density to <br />range from 8 to 15 units per acre. <br /> <br />Lyngblomsten Proposal <br /> <br />Lyngblomsten, a senior care provider with an existing campus in St. Paul, recently inquired <br />about creating a new campus in Lino Lakes. While the Legacy at Woods Edge proposal did not <br />work out staff suggested looking at the 49 & J area as a possibility. Lyngblomsten has since <br />begun working to develop a concept plan for consideration. . Representatives from <br />Lyngblomsten and their development team will be present at the City Council work session to <br />discuss their development concept. Representatives will provide a background of the <br />organization, operational structure, and the overall development plan for the site. <br /> <br />The project would include a mix of detached town homes, senior independent, assisted and <br />skilled care residential units.
