4 <br /> <br />support allowing this material with the same regulations required for EFIS or stucco. The <br />ordinance allows for stucco or EFIS on no more than 30% of the primary front building <br />elevation and no more than 60% of any side or rear building elevation. The elevations have <br />been revised to meet these conditions. <br /> <br />Grading Plan and Stormwater Management <br /> <br />Per the revised Stormwater Management Plan dated March 22, 2018, on-site stormwater <br />management facilities have been reduced from 3 infiltration basins to 2. These infiltration <br />basins will provide a portion of the water quality treatment for the site. These basins will <br />discharge to existing regional stormwater ponds located adjacent to the site. <br /> <br />Per the Braun Geotechnical report dated December 1, 2017, soils are Type A and well <br />compacted. Recommended groundwater elevation is 890. The bottom of the infiltration basin <br />is 893.0 which provides the required of 3 feet separation between bottom of the basin and <br />groundwater. <br /> <br />Staff had expressed concerns regarding the location of original infiltration basins being <br />incorporated into the outdoor play areas and potential compaction and degradation of <br />stormwater management facility. The site plan has been revised to separate the basins from the <br />outdoor play area. <br /> <br />Public Utilities <br /> <br />The new facility will be municipally served by an existing 8” PVC sanitary sewer and an 8” <br />DIP watermain located along Lakota Trail. It should be noted the original 2003 commercial <br />development plan had the watermain looping from Lakota Trail to Hodgson Road. The City <br />Engineer noted the applicant may need to loop the watermain to provide adequate fire flow and <br />pressure to the building. The utility plan was revised to include the watermain loop. This is a <br />private main and the property owner shall be responsible for any maintenance etc. <br /> <br />Landscaping and Tree Preservation Plan <br /> <br />Canopy cover calculations indicate 7,708 sf of canopy coverage is required. Sheet L1 was <br />revised to include 9 large trees and 2 medium trees that only provide 7,400 sf of coverage. The <br />plan incorrectly gives 1200 value credit for parking lot islands containing 3 or more trees. <br />These requirements have not been met and the landscape plan shall be revised. <br /> <br />Foundation plantings are shown on Plan Sheet L1. Due to the orientation of the building and <br />amount of additional landscaping provided on site, the only building elevation requiring <br />foundation plantings is the front façade which is 120 lf. This would require 2 large trees and 6 <br />shrubs. The plan has been revised to include 2 trees and 13 shrubs. These requirements are <br />met. <br /> <br />Open area calculations indicate 15,894 sf of open area. This requires 8 large trees and 24 large <br />shrubs. The plan has been revised to include 16 equivalent large trees and 40 equivalent large <br />shrubs. These requirements are met. <br />
