9 <br /> <br />The City will draft a Site Improvement Performance Agreement. The Agreement shall <br />reference the need for a Parking Deferment Agreement to be recorded against the property. <br /> <br />Parking Deferment Agreement <br /> <br />As noted above, a Parking Deferment Agreement is required to allow for a reduction in the <br />number of paved parking stalls. <br /> <br />Findings of Fact <br /> <br />The Findings of Fact for the conditional use permit and variances are detailed in the Council <br />resolutions. <br /> <br />RECOMMENDATION <br /> <br />The Planning & Zoning Board held a public hearing on March 14, 2018 and continued to April <br />11, 2018. Public comments were related to traffic and parking concerns. The Board <br />recommended approval with a 5-0 vote with conditions as noted in the resolutions. <br /> <br />Staff and the Board recommend approval of the following resolutions: <br /> <br />1.
