COUNCIL MINUTES April 23, 2018 <br />DRAFT <br />2 <br />April 9, 2018 Council Meeting Minutes Approved 46 <br /> 47 <br />FINANCE DEPARTMENT REPORT 48 <br /> 49 <br />2A) Consider Resolution No. 18-45, Calling a Public Hearing for the Purpose of Providing 50 <br />Host Approval for the Issuance of a Revenue Note by the City of Columbia Heights β Finance 51 <br />Director Cotton reviewed the written staff report. The request to the council is to call a public 52 <br />hearing to consider providing host approval for the issuance of a revenue note by the City of Lino 53 <br />Lakes. The project was briefly explained. 54 <br /> 55 <br />Council Member Stoesz noted, based on his research, that the host city can charge a fee for the 56 <br />service pretty much without risk. Ms. Cotton said the administrative policy in place for this type of 57 <br />action calls for a one percent fee to the city. 58 <br /> 59 <br />Council Member Maher moved to approve Resolution No. 18-45 as presented. Council Member 60 <br />Stoesz seconded the motion. Motion carried on a voice vote. 61 <br /> 62 <br />ADMINISTRATION DEPARTMENT REPORT 63 <br /> 64 <br />3A) Consider Appointment of Public Safety Captain β Human Resources Manager 65 <br />Bartholomew reviewed the written report recommending the appointment of William Owens to the 66 <br />position of Public Safety Captain. She reviewed Mr. Owens experience and qualifications for the 67 <br />position. 68 <br /> 69 <br />Council Member Maher asked if this will open up a seargent position? Ms. Bartholomew confirmed 70 <br />that it would. 71 <br />Council Member Manthey moved to approve the appointment of William Owens as recommended. 72 <br />Council Member Stoesz seconded the motion. Motion carried on a voice vote. 73 <br />3B) Consider Appointment of Paid On-Call District Fire Chief - Human Resources Manager 74 <br />Bartholomew read her written report recommending the appointment of Mark Hokkanen to the open 75 <br />position. 76 <br /> 77 <br />Council Member Rafferty asked if the person stepping down from the position would be able to be 78 <br />reinstated if he returned to service? Ms. Bartholomew said that she understands that individual could 79 <br />return but, if that happens, heβd be interested in returning as a paid on-call firefighter. 80 <br />Council Member Rafferty moved to approve the appointment of Mark Hokkanen as recommended. 81 <br />Council Member Maher seconded the motion. Motion carried on a voice vote. 82 <br /> 83 <br />3C) Consider Appointment of Community Development Intern β Human Resources Director 84 <br />Bartholomew reviewed her written report recommending the appointment of Ryan Saltis to the open 85 <br />position. 86 <br />Council Member Maher moved to approve the appointment of Ryan Saltis as recommended. Council 87 <br />Member Manthey seconded the motion. Motion carried on a voice vote. 88
