Park Board Recommendation of 2018 Parks and Trails Capital Projects – 221 <br />Public Services Director DeGardner and Park Board Chair Huelman and Park Board 222 <br />Member Jensen reported. Director DeGardner recalled the funds available in this year’s 223 <br />budget for parks and trails improvements. The park board has worked for several 224 <br />months on developing recommendations for use of those funds. 225 <br /> 226 <br />Park Board Chair Heulman presented the board’s recommendation. They have identified 227 <br />the types of funding needs and those that received the board’s focus. The larger projects 228 <br />seemed like they would eat up the funds quickly with less impact. Mr. Heulman 229 <br />reviewed the process used by the board to bring forward the recommendations (as 230 <br />outlined in the written report). 231 <br /> 232 <br />The mayor expressed the desire to have the overall Parks and Trails Management Plan in 233 <br />place as projects are funded. He wants to see the whole plan before funds are actually 234 <br />spent. Director DeGardner suggested that the Park Board could deal with the 235 <br />comprehensive plan and report back. The mayor said that the plan should provide a 236 <br />snapshot of everything and provide the necessary vision and a path for implementation 237 <br />such as provided by the City’s Pavement Management Plan. 238 <br /> 239 <br />Council Member Manthey remarked that this is an all new process so it takes some 240 <br />working through. He understands having a plan because that can direct the full course of 241 <br />an entire process but he also understands the recommendation that these are the biggest 242 <br />bang for the buck items right now. 243 <br /> 244 <br />Park Board Chair Heulman remarked that this process isn’t quite the same as for paving 245 <br />roads since in most cases the roads are in place; for these projects much is new so it may 246 <br />be somewhat different in developing that plan. He continued to review the 247 <br />recommendations brought forward by the Park Board. 248 <br /> 249 <br />Finance Director Cotton noted a budget work session discussion of last December and 250 <br />figures that give some of the information that is being requested by the mayor. She 251 <br />suggested that the funding recommendations brought forward now could be plugged into 252 <br />that information to shed light on progress. Mayor Reinert said that wouldn’t be all the 253 <br />data he is looking for. 254 <br /> 255 <br />Council Member Manthey remarked on all the elements that would be included in a plan. 256 <br />He sees this as more complicated than just a road or a trail system. It may have to be 257 <br />layered. A map with layers, a time frame and the amount of money. Mayor Reinert 258 <br />suggested that staff work with WSB & Associates to put together a plan if necessary. 259
