CITY COUNCIL <br /> <br /> <br />AGENDA ITEM 3B <br />STAFF ORIGINATOR: Julie Bartell, City Clerk <br />MEETING DATE: May 29, 2018 <br /> <br />TOPIC: <br /> <br />Consider 2nd Reading and Passage of Ordinance No. 04-18, <br />Amending Chapter 301 of the City Code relating to Public Parks <br />and Grounds, providing an exception to alcohol restriction for <br />community festival <br />VOTE REQUIRED: 3/5 <br /> <br /> <br />INTRODUCTION <br /> <br />Chapter 301 of the Lino Lakes Code of Ordinances relates to Public Parks and Grounds and <br />prohibits use of intoxicating beverages on any public park or public ground. <br /> <br />BACKGROUND <br /> <br />The annual city festival, Blue Heron Days, will be held on August 17 and 18, 2018. Many of <br />the festival activities take place at Lino Park. <br /> <br />The city council has heard from a local restaurant that they are interested in establishing a food <br />and craft beer stand at the festival this year at Lino Park. Their plan would be to offer food <br />and beverages during limited hours with trained staff. <br /> <br />In order for the council to be able to consider an application for a food and craft beer stand at <br />Lino Park, a change to the city’s regulations is necessary. The attached ordinance would add <br />language to allow intoxicating beverages at a city park but only during the community festival <br />and only when the council approves the specific event by resolution. The resolution process <br />allows the city to impose conditions or restrictions that are appropriate to the specific event it <br />would cover. <br /> <br />RECOMMENDATION <br /> <br />The council is asked to consider the 2nd Reading and Passage of Ordinance No. 04-18, Amending <br />Chapter 301 of the City Code relating to Public Parks and Grounds, providing an exception to <br />alcohol restriction for community festival. <br /> <br />The 1st Reading of this ordinance was approved by the council on May 14, 2018. <br /> <br />ATTACHMENTS <br /> <br />Ordinance No. 04-18
