WS – Item 5
WORK SESSION STAFF REPORT
Work Session Item No. 5

Date: June 4, 2018

To: City Council

From: Jeff Karlson, City Administrator

Re: City Website Redesign

Background

At the May 7th work session, the City Council requested additional information about the
Responsive Website Design upgrade proposed by GovOffice. Mike Chaloupka of
GovOffice prepared the information below to address the Council’s questions. He also
provided links to three city webpages that were upgraded to the Responsive Website
Design.

Why Responsive Website Design (RWD)? The number of U.S. residents using
smartphones increases each year, and the number of visits to government websites
increases annually, too. To extend service to the public whose choice of device is a
smartphone—don’t forget about tablets, too—a fully mobile-friendly RWD website is the
answer, as it conforms to any device from large desktop monitors to small smartphone
screens in either portrait or landscape view.

Why Now? RWD is not only the future, it is the present. All professional organizations,
including local governments, should be looking at RWD for its next website design/
redesign. Many local governments across the country have already made the switch.

Generally, local governments are slow to adopt new Internet technologies, so while RWD
itself is not new, it is a new concept to cities. Most cities, including Minnesota cities, do
not yet have a Responsive Website Design. Making the switch now to RWD will serve
the City of Lino Lakes’ citizens better right away. Lino Lakes would become a model of
excellence.

Below are links to the RWD of two Minnesota cities and a third to a city in Iowa that has
a feature which may appeal to Lino Lakes.

http://www.cityofluverne.org/
http://pinecity.govoffice.com/
http://www.cityofforestcity.com/

Luverne and Pine City are excellent examples of cities that have high quality images to
showcase on their website. Lino Lakes has images like these on the current website and
will have access to the same high quality images for use on the new website.
