10 <br /> <br />a unified system approach to natural resource management and natural resource based <br />amenities. <br /> <br />Goals of the Resource Management System Plan include: <br /> <br />• Natural Resources and Amenities <br />o Goal #1: Identify, protect and preserve the desirable natural areas and ecological <br />and aquatic resources of the community. <br />o Goal #2: Initiate and continue vigorous collaborations and programs to address, <br />restore, and preserve the water quality of the region’s lakes, wetlands and other <br />aquatic assets. <br /> <br />• Land Use Policies <br />o Goal #1: Ensure that well-planned, quality residential, commercial, industrial <br />and institutional development to accommodate the city’s projected growth needs <br />occurs in a manner that also conserves and enhances the city’s natural resources <br />and amenities. <br /> <br />The Resource Management System Plan identifies the need for greenway system connectivity <br />in the area. <br /> <br />Saddle Club Fourth Addition addresses the goals of the Resource Management System by <br />connecting the Foxborough and Saddle Club residential conservation subdivisions. The <br />development enhances the multi-functional greenway corridor by integrating the stormwater <br />management system, wetland management and open space areas and trail corridor into one <br />contiguous unified system. <br /> <br />Land Use Plan <br /> <br />Goal 1: Create a unified vision and future for the city, promote a well-planned community, <br />prevent fragmented development, address the impacts of development and redevelopment on <br />natural resources, aesthetics and view corridors, and provide balanced land use and <br />connectivity that ensures the integration of both sides of the regional park. <br /> <br />Policies established to obtain this goal include: <br /> <br />1. Provide clearly defined incentives to achieve significant and discernable public values <br />not achievable under conventional development standards. These public values include, <br />but are not limited to: <br />a. Preserving open space, providing park dedication and trails, and/or providing <br />stormwater management areas, in excess of minimum standards to implement <br />the Resource Management System Plan, as amended, and Rice Creek Watershed <br />District’s Lino Lakes Resource Management Plan, as amended <br />b. Restoring/enhancing ecological systems <br />c. Managing stormwater using natural filtration and other ecologically based <br />approaches <br />d. Providing life-cycle and affordable housing <br />e. Diversifying the tax base to lessen the tax burden on residential properties
