9 <br /> <br />A WCA Permit Application for wetland sequencing and mitigation was prepared by KJolhaug <br />Environmental Services on March 22, 2018. As proposed, the project will require 21,705 <br />square feet (0.4983-acres) of jurisdictional wetland fill within 2 separate wetland locations. <br />Wetland buffer/conservation easement will cover 0.84 acres of upland area. Permanent wetland <br />impacts are proposed to be replaced through the purchase of wetland bank credits from a Board <br />of Water and Soil Resources (BWSR) and U.S. Army Corps of Engineers (USACE) certified <br />wetland bank located within the same Bank Service Area and Minor Watershed as the proposed <br />project. The proposed bank is also within a CWPMP area. <br /> <br />Wetland Summary <br />Total Delineated Wetlands 1.62 acres <br />Wetland Fill 0.50 acres <br />WMC Buffer Area 0.84 acres <br />Wetland Mitigation Wetland Bank Credits <br /> <br />Rare & Endangered Species <br /> <br />Per the April 25, 2018 Environmental Board staff report, the area of Saddle Club Fourth Addition is <br />a Blanding’s Turtle habitat. A Blanding’s turtle was found in the Foxborough area several years <br />ago. Residents have recognized the rare turtle in other reported sightings. In order to minimize <br />barriers to the Blanding’s turtle or any nesting turtle species, lower profile curb similar to <br />Foxborough will be installed in the Saddle Club Fourth Addition development. <br />The seed bank existing in the wetland soils supports rare plant species. Tops soils that are removed <br />from the wetland buffer areas shall be returned to the same area to the greatest extent as possible. <br />This technique was implemented during the development of Saddle Club. <br />Cultural Resources <br /> <br />A Phase I Archeological Survey was performed by Nienow Cultural Consultants, LLC in <br />November 2017. The survey showed no historic or prehistoric cultural materials. According to <br />the conclusions of the report, there was no additional work related to the Fourth Addition of <br />Saddle Club needed. <br /> <br />Floodplain <br /> <br />The 2015 DFIRM indicates Zone A floodplain in the far northwest corner of the site in the <br />wetland.
