1 <br /> <br />CITY COUNCIL <br />AGENDA ITEM 6E <br /> <br /> <br />STAFF ORIGINATOR: Michael Grochala, Community Development Director <br /> <br />MEETING DATE: June 25, 2018 <br /> <br />TOPIC: Consider 2nd Reading of Ordinance No. 07-18, Amending City <br />Code Section 1007 Related to Driveway Surfacing, Airplane <br />Hangar and Hangar Access Performance Standards <br /> <br />VOTE REQUIRED: Simple Majority <br /> <br />INTRODUCTION <br /> <br />Staff is requesting City Council consideration to amend City Code Section 1007 to amend <br />driveway, airplane hangar and hangar access performance standards. <br /> <br />BACKGROUND <br /> <br />Within the City of Lino Lakes are two unique residential developments that are constructed <br />around private airports. Both Lino Air Park/Century Farm North and Surf Side Addition <br />provide for the construction of airplane hangars and taxiway access to the airports. <br /> <br />In December of 2017 the City Council was approached by representatives of Lino Air Park <br />concerning hangar access from public roads. The representatives requested modification of <br />existing City Zoning Ordinance requirements to provide additional flexibility to access airplane <br />hangars from public streets. <br /> <br />The City Council directed staff to work with the Air Park to develop a solution that would <br />accommodate the needs of the property owners. <br /> <br />The City Council approved the 1st Reading of the ordinance at the June 11, 2018 regular <br />meeting. <br /> <br />ANALYSIS <br /> <br />The City Zoning Ordinance establishes performance standards for accessory buildings, <br />driveway construction, driveway access to public streets, driveway setbacks, and maximum <br />impervious surface. <br /> <br />Proposed Amendment <br /> <br />Staff has worked with the City Attorney to address and clarify driveway surfacing requirements <br />and develop a general provision section of the zoning ordinance that would relate specifically <br />to air parks including both Lino Air Park and Surfside Addition.
