Consider First Reading of Ordinance No. 06-18 170 <br />Rezoning Property from R-1, Single Family Residential to PUD, Planned Unit Development; ii. 171 <br />Consider Resolution No. 18-72 Approving PUD Development Stage Plan/Preliminary Plat – City 172 <br />Planner Larsen reviewed a PowerPoint presentation including information on: 173 <br />- Background on the development (developer passed away recently but Royal Oaks Realty 174 <br />still exists); 175 <br />- 4th Addition of Saddle Club development; 176 <br />- The current proposal includes 8 lots; 177 <br />- Review of aerial of Saddle Club and adjacent development; 178 <br />- Analyis including Fox Road connection, parcel to be developed was owned by Comcast; 179 <br />- Historical data on land acquisition; 180 <br />- Zoning and density implications; 181 <br />- Preliminary plat; 182 <br />- Street and utility plans; 183 <br />- Transportation Plan (some concern about increased traffic moving to/from Birch Street; but 184 <br />connection is absolutely planned for local residents); 185 <br />- Park dedication fees; 186 <br />- Cultural resources implications. 187 <br /> 188 <br />In summary, Ms. Larsen reported that the plans concur with the city’s requirements and the Planning 189 <br />and Zoning Board hearing (that included resident’s concerns) that resulted in a vote approving of the 190 <br />plans. 191 <br /> 192 <br />Mayor Reinert remarked that the land was originally the second largest saddle club in the state and the 193 <br />City was happy for the development (as proposed by Marcel Eibensteiner). He added that he was at the 194 <br />Planning and Zoning Board and heard the area resident’s concerns but he would note that many years 195 <br />previous, the council heard about not becoming a city of cul-de-sacs for public safety reasons. The 196 <br />City started putting up signs in places where there was a ghost plat for additional development. 197 <br /> 198 <br />Council Member Stoesz asked about deeding outlots to the city? Ms. Larsen suggested that would 199 <br />depend on the overall plans and what’s appropriate. She confirmed that the City isn’t giving up any 200 <br />tax benefit. Council Member Stoesz also confirmed that staff will be returning with a discussion of the 201 <br />R-1 zoning designation. 202 <br /> 203 <br />Council Member Rafferty moved to approve the 1st Reading of Ordinance No. 06-18 as presented. 204 <br />Council Member Maher seconded the motion.
