CITY COUNCIL <br />AGENDA ITEM 3C <br /> <br /> <br />STAFF ORIGINATOR: Jeff Karlson <br /> <br />MEETING DATE: June 25, 2018 <br /> <br />TOPIC: Labor Agreement with AFSCME, Local No. 2454 <br /> <br />VOTE REQUIRED: 3/5 <br /> <br /> <br />INTRODUCTION <br /> <br />We have reached a tentative two-year agreement with AFSCME, Local No. 2454 for 2018 and <br />2019. After several negotiation meetings, including two mediation sessions, the union voted in <br />favor of accepting the following terms: <br /> <br />1. WAGES: 2.75 percent wage increase retroactive to January 1, 2018, and 2.5 percent wage <br />increase, effective January 1, 2019. <br /> <br />2. HEALTH INSURANCE: Article 16.1 revised to read: <br />a) Effective January 1, 2018, Employer will contribute $566.73 toward the monthly <br />premium for single coverage and $1,182.26 toward the monthly premium for family <br />coverage. <br />b) Effective January 1, 2019, Employer will contribute 100% of the base single plan and <br />$1,182.26 plus 50% of the 2019 premium increase toward the family plan. <br />c) The Employer’s contributions toward the Health Savings Accounts and the cash option <br />for waiving coverage are the same. <br /> <br />3. FUNERAL LEAVE: An employee shall be granted paid funeral leave of up to three days <br /> for a mother-in-law and father-in-law. <br /> <br />4. PROBATIONARY PERIODS: Probationary period increased from three months to six <br />months for employees promoted to another position. <br /> <br />5. REST PERIODS: Employees scheduled to work an 8-hour day may, with supervisor <br />approval, combine their paid rest periods and unpaid lunch break at or near the midpoint of <br />their scheduled shift. <br /> <br />RECOMMENDATION <br /> <br />Authorize execution of 2018-2019 labor agreement between the City of Lino Lakes and <br />AFSCME, Local No. 2454. <br /> <br />ATTACHMENTS <br /> <br />City’s Final Offer to Union
