2 <br /> <br />At the June 4, 2018 Council Work Session, the City Council reviewed the development and <br />expressed concerns about the proposed PUD flexibilities and those lots that did not meet the <br />minimum 10,800 sf net area. Resolution No. 18-70 includes and omits the following PUD <br />flexibilities that resulted from the June 4th and June 11, 2018 City Council meetings: <br /> <br />1. Reduced minor collector road right-of-way width from 80 feet to 60 feet on Street A <br />and Street C <br />2. Reduced front setback from 40 feet to 30 feet on Street A and Street C <br />3. Reduced paved road surface width from 32 feet to 28 30 feet (back to back) on cul de <br />sac Street D and cul de sac Street E <br />4. Reduced local road right-of-way width from 60 feet to 50 feet on Street E <br />5. Reduced front setback from 30 feet to 25 feet for Lots 1-5, Block 1 along Street E <br />6. Reduced lot depth from 135 feet to 120-125 feet for Lots 1-4, Block 5 along Street C <br />7. Landscaping shall be allowed in the drainage and utility easements covering the 15 foot <br />wide landscape buffer area in Outlot E and Outlot F. <br /> <br />BACKGROUND <br /> <br />History <br /> <br />The concept of Nature’s Refuge was first presented to the City in 2006 as a conservation <br />subdivision. The original site was 232 gross acres (approximately 100 acres upland and 132 <br />acres wetlands/conservation easements) and 278 single family units were proposed. A <br />mandatory Environmental Assessment Worksheet (EAW) was prepared because the 278 <br />housing units exceeded the 250 housing unit Environmental Review Record (ERR) threshold. It <br />was determined the project did not have the potential for significant environmental effects and <br />the Council passed Resolution No. 07-06 making a Negative Declaration on the Need for an <br />EIS. <br /> <br />The original project did not materialize past the EAW process due to the decline in the housing <br />market and no preliminary plat was ever submitted. The proposed project is smaller in scope <br />and size with 62 single family units on 95 gross acres. <br /> <br />Existing Site Conditions <br /> <br />The 95 gross acre site is north of CSAH 14 (Main Street), west of CSAH 23 (Lake Street) and <br />immediately west of Lino Lakes Elementary School. The southern and central parts of the site <br />consist of annually-tilled cropland. The northeastern part of the site consists of a large wetland <br />complex. The northwestern part of the site includes woodlands. Rare plants and animal species <br />(Blanding’s Turtle) have been documented on site. Ground elevations on the site range from <br />912 feet above msl in the southern part of the site where an equipment building is located, <br />down to 902 feet above msl in the open water parts of the large wetland in the northeastern part <br />of the site. Anoka County Ditch 32 (ACD 32) flows across the site from east to west. The <br />upland soils beneath the topsoil are poorly graded sand with silt, not hydric and are classified as <br />hydrologic groups A and B/D that signifies the soils are generally suitable for storm water <br />infiltration. Groundwater was encountered at depths ranging from 4 to 11 feet which could <br />affect infiltration. <br />
