CITY COUNCIL WORK SESSION June 25, 2018 <br />DRAFT <br /> 1 <br />CITY OF LINO LAKES 1 <br />MINUTES 2 <br /> 3 <br />DATE : June 25, 2018 4 <br />TIME STARTED : 6:00 p.m. 5 <br />TIME ENDED : 6:25 p.m. 6 <br />MEMBERS PRESENT : Council Member Rafferty, Maher, 7 <br /> Manthey, Stoesz and Mayor Reinert 8 <br />MEMBERS ABSENT : None 9 <br /> 10 <br />Staff members present: City Administrator Jeff Karlson; Public Safety Director John 11 <br />Swenson; Community Development Director Michael Grochala; City Planner Katie 12 <br />Larsen; City Engineer Diane Hankee. 13 <br /> 14 <br />Review Dates for Land Use Workshop with Jay Squires – Administrator Karlson 15 <br />noted that the department directors met with the City’s newly appointed city attorney, Jay 16 <br />Squires. 17 <br /> 18 <br />Mr. Squires has offered to provide informational workshops for the council, and the first 19 <br />proposed would be on land use. The dates of September 13th and September 20th are 20 <br />proposed. 21 <br /> 22 <br />The council concurred that it would be appropriate to inform the city’s advisory board 23 <br />members. 24 <br /> 25 <br />The council concurred that the workshop will be scheduled for September 20th, 6:00 p.m. 26 <br /> 27 <br />Review Regular Council Agenda of 2018 – 28 <br /> 29 <br />Item 1H – Approving the Renewal of Liquor License for Don Julio Mexican 30 <br />Restaurant - Administrator Karlson reported that the fine has been received for the 31 <br />liquor compliance action taken recently by the council. Mayor Reinert remarked that he 32 <br />understands that some bad things happened at the restaurant and the law will address 33 <br />those through the individuals responsible. The City’s jurisdiction is the license and 34 <br />basically the location within the city. He feels the council has addressed the violations of 35 <br />the liquor license. He would like to add to the renewal that if there is any additional 36 <br />incident, they are facing a shut down. Public Safety Director Swenson added 37 <br />information on the training the employees at this business have received, informational 38 <br />assistance they can receive from the police department and where an additional violation 39 <br />would land the business in regard to a staff bringing forward recommendation to revoke 40 <br />their liquor license. The license holder has been clearly informed. 41 <br /> 42 <br />Item 3C – Approval of AFSCME Labor Agreement for 2018-2019 – Administrator 43 <br />Karlson reviewed the basic terms of the two-year contract proposed and noted that the 44 <br />tentative agreement has been approved by the union membership.
