COUNCIL MINUTES June 25, 2018 <br />DRAFT <br />3 <br />3C) Consider Approval of 2018-2019 Labor Agreement with AFSCME, Local No. 2454 – 86 <br />Administrator Karlson explained that the City has reached agreement on a two-year contract for this 87 <br />employee group. The membership has voted in favor of the contract. He reviewed terms of the 88 <br />proposed contract. Mayor Reinert clarified that the terms mirror what the council saw at their last 89 <br />review with a couple of housekeeping items. 90 <br />Council Member Stoesz moved to approve the agreement as presented. Council Member Rafferty 91 <br />seconded the motion. Motion carried on a voice vote. 92 <br /> 93 <br />PUBLIC SAFETY DEPARTMENT REPORT 94 <br /> 95 <br />There was no report from the Public Safety Department. 96 <br /> 97 <br />PUBLIC SERVICES DEPARTMENT REPORT 98 <br /> 99 <br />There was no report from the Public Services Department. 100 <br /> 101 <br />COMMUNITY DEVELOPMENT DEPARTMENT REPORT 102 <br /> 103 <br />6A) Nature’s Refuge: i. Consider 2nd Reading of Ordinance No. 05-18, Rezoning Property 104 <br />from R-1, Single Family Residential to PUD, Planning Unit Development; and ii. Consider 105 <br />Resolution No. 18-70, Approving PUD Development Stage Plan/Preliminary Plat - 106 <br />City Planner Larsen noted the location of the Nature’s Refuge development and the council’s 107 <br />previous discussion and concern about lot sizes. The developer took the council’s feedback and has 108 <br />amended the plans so that all 61 single family lots will meet the City’s requirement. She reviewed a 109 <br />PowerPoint presentation that included the project details. 110 <br /> 111 <br />Mayor Reinert thanked staff for the additional work, bringing all the lots into compliance with the 112 <br />zoning. He recognizes the need for the flexibility in development consideration that is provided by 113 <br />the planned unit development designation but he wants to see a certain integrity required; the council 114 <br />will be having a future discussion on the topic. He is glad that the developer has responded to the 115 <br />council’s concern. 116 <br /> 117 <br />Council Member Stoesz confirmed that Street C will be a temporary cul-de-sac and that extension 118 <br />plans are clear and communicated to the area residents. 119 <br /> 120 <br />Council Member Manthey moved to waive the full reading of Ordinance No. 05-18 as presented. 121 <br />Council Member Maher seconded the motion. Motion carried on a voice vote. 122 <br /> 123 <br />Council Member Manthey moved to approve the 2nd Reading and passage of Ordinance No. 05-18 as 124 <br />presented. Council Member Maher seconded the motion. Motion carried: Yeas, 5; Nays none. 125 <br /> 126 <br />Council Member Maher moved to approve Resolution No. 18-70 as presented.
