COUNCIL MINUTES July 9, 2018 <br />DRAFT <br />3 <br />The change originated with a complaint about a commercial stable. Staff has reviewed the ordinance 87 <br />standards and is recommending that language be updated as outlined in the staff report. The 88 <br />Planning and Zoning Board recommended approval of the text amendment with conditions relating to 89 <br />acreage standards, simplifying the definition of commercial stable and consideration for leased land to 90 <br />be included in maximums allowed. A conditional use permit will still be required for a commercial 91 <br />stable. 92 <br /> 93 <br />Mayor Reinert remarked that he sees this as a good change. While it allows for additional activity in 94 <br />the area of stables, it also makes sure that the activities are considered appropriately. 95 <br /> 96 <br />Council Member Manthey moved to approve the 1st Reading of Ordinance No. 10-18 as presented. 97 <br />Council Member Maher seconded the motion. Motion carried on a voice vote 98 <br /> 99 <br />6C) Consider Resolution No. 18-85, Denying a Zoning Ordinance Text Amendment 100 <br />regarding Community Solar Gardens – City Planner Larsen recalled that the City received a solar 101 <br />garden application. The issue is about land use and so staff studied and brought the matter to the 102 <br />Planning and Zoning Board. Staff then brought information to the council and was ultimately 103 <br />directed to deny a zoning text amendment. 104 <br /> 105 <br />Mayor Reinert remarked that while he is supportive of alternative energy, that doesn’t mean that 106 <br />every project in that area fits in the city. He feels there are considerations in the area of government 107 <br />subsidies for projects as well as the 25 year life of the gardens. He would rather see the advancement 108 <br />of technology forwarding new projects rather than government subsidy pushing the advancement. 109 <br /> 110 <br />Council Member Rafferty moved to approve Resolution No. 18-85 as presented. Council Member 111 <br />Stoesz seconded the motion.
