1 <br /> <br />WS – Item #8 <br /> <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 8 <br /> <br />Date: October 1, 2018 <br /> <br />To: City Council <br /> <br />From: Katie Larsen, City Planner <br /> <br />Re: West Shadow Lake Drive Rezoning <br /> <br />Background <br /> <br />As discussed at the July 2, 2018 Council Work Session, with the extension of public utilities <br />along West Shadow Lake Drive, larger lots may be able to subdivide subject to City Zoning and <br />Shoreland Ordinance regulations. Several residents have inquired about the process for doing <br />this. <br /> <br />The first step in this process is to rezone the area from R, Rural to R-1X, Single Family <br />Executive Residential District as discussed at the July 2nd Work Session. There are <br />approximately 74 parcels that would be rezoned. The majority of these parcels are currently <br />legal non-conforming because they do not meet the minimum 10 acre rural lot size requirement. <br />Rezoning will make these parcels more conforming and consistent with other single family home <br />lots served by municipal water and sanitary sewer. <br /> <br />The following summarizes the Zoning and Shoreland District requirements for non-riparian and <br />riparian lots: <br /> <br />• For those non-riparian lots on the west side of West Shadow Lake Drive that do not <br />directly abut Reshanau Lake: <br /> <br /> R-1X Requirements <br />Min.
