12 <br />the site allows for 75% impervious surface coverage per the LI, Light Industrial zoning <br />district. During site plan review for Phase I, Sheet EX3, Shoreland District indicated a <br />total of 3.98 acres of impervious surface is allowed for the entire 5.73 acre site. Per <br />Sheet C-101, Site Plan, the proposed impervious surface of the entire Phase I + Phase II <br />site is 3.39 acres. Impervious surface requirements are met. <br /> <br />Impervious Surface Coverage <br />Total Parcel Size 249,763 sf 5.73 acres <br />Allowed Impervious Surface 173,368 sf 3.98 acres <br />Phase I + II Impervious Surface 147,885 sf 3.39 acres <br /> <br />Traffic Study <br /> <br />A trip generation statement was prepared by Traffic Impact Group, LLC dated June 13, <br />2023. The analysis estimates 165 daily trips. CSAH 23 (Lake Drive) is an A-Minor Arterial <br />Reliever and has capacity for these additional trips. Level of Service is not impacted. <br /> <br />Environmental Assessment Worksheet (EAW) <br /> <br />An EAW is not required for the 36,000 sf industrial building. <br /> <br />Wetlands <br /> <br />A Wetland Delineation Report was completed by Jacobson Environmental, PLLC in May <br />2023. The wetland boundaries have changed since the first Wetland Delineation Report <br />completed in August 2017. <br /> <br />RCWD has not issued a formal Notice of Decision (NOD) approving the new delineation. <br />There appear to be no wetland impacts proposed with the Phase II industrial building. <br />An official RCWD NOD is required prior to City Council action on the Conditional Use <br />Permit and Site & Building Plan Review. <br /> <br />Drainage and utility easements at least 10ft from the approved wetland delineation <br />boundary is required. The existing easements do not appear to cover the minimum 10ft. <br />A separate Drainage & Utility Easement Agreement shall be recorded. <br /> <br />Shoreland District <br /> <br />As previously discussed, the east portion of the parcel is in the Shoreland District of <br />Marshan Lake (Natural Environment). The amount of impervious surface allowed in the <br />Shoreland District is 60 % and the LI, Light Industrial District is 75%. The impervious <br />surface requirements are met as discussed under Impervious Surface above.
