178 E 9TH STREET | SUITE 200 | SAINT PAUL, MN | 55101 | 651.286.8450 | WSBENG.COM Memorandum <br />To: Katie Larsen, Lino Lakes City Planner <br />From: Diane Hankee PE, Lino Lakes City Engineer <br />Date: March 6, 2024 <br />Re: Lino Lakes Tech Center <br />Conditional Use Plan Review <br />023187-000 <br />WSB reviewed the Conditional Use plans for the Lino Lakes Tech Center site in Lino Lakes, MN, <br />received February 8, 2024. The site is 2.34 acres and located at 440 Park Court west of Lake <br />Drive (CSAH 23). The lot has frontage along Lake Drive (CSAH 23). Comments were made on <br />the following documents: <br />•Lino Lakes Tech Center plans prepared by Amcon, dated January 25, 2024 <br />•Fire Truck Access plans prepared by Amcon, dated August 2, 2023, received February 8, <br />2024 <br />•Stormwater Management Plan prepared by Elan Design Lab dated January 26, 2024 <br />The following review comments should be responded to in writing by the applicant. There are <br />additional redline comments on the plan set that should be responded to as well. Not all redline <br />comments are in the review memo. <br />Amcon (11/13/2023) responses in red. <br />WSB (11/29/2023) responses and new comments in blue. <br />Amcon (2/6/2024) responses in green. <br />WSB (3/6/2024) responses and new comments in orange. <br />Engineering <br />•Grading <br />A grading plan for the proposed parking lot, storm water basins, and tech center has <br />been provided. <br />The area proposed for the Lino Lakes Tech Center has previously been identified to <br />contain construction debris materials buried underneath the existing site. A Response <br />Action Plan (RAP) and Contingency Construction Plan (CCP) have been drafted to <br />include that grading of the site proposes capping or necessary removal of the debris as <br />part of the site preparation. <br />An infiltration basin is proposed on the south side of the existing pond to provide <br />treatment and storage for the site. This expansion will need to remain outside the <br />delineated wetland. <br />Comments: <br />Attachment 3: City Engineer Memo dated March 6, 2024
