Ms. Katie Larsen <br />03/06/2024 <br />Page 3 <br />Watermark 7th Addition Engineering Review <br />Trails and sidewalks are shown extending on both sides of Rainy Lane and on one side of <br />all streets except for Mille Lacs Lane. The trails are proposed to be extended from Swan <br />Street and Mille Lacs Lane to connect and loop through the existing stubs from Rainy <br />Lane and 21st Avenue. <br />Comments: <br />1.Applicant appears to meet typical street light installation requirements (every <br />400 to 500 ft, at intersections, and at the end of cul-de-sacs) <br />2.Remove signage and pavement markings for pedestrian crossings at Pepin <br />Drive and Traverse Drive. <br />3.Shift the trail crossing Lotus Lane more centrally in Outlot A <br />•Adjust catch basins to the south to accommodate the trail relocation. <br />4. Extend the sidewalk around Swan Street cul de sac to connect to trail. <br />5.See redline comments on attached plans. <br />•Wetlands and Mitigation Plan <br />Wetlands and mitigation plan reviewed and approved during the Preliminary Plat. <br />Comments: <br />1.Wetland mitigation work (wetland creation and wetland restoration) to be <br />completed and documentation submitted to the City. <br />•Landscaping <br />The Watermark 7th Addition Site Landscape Plan will be reviewed by staff and the City’s <br />Environmental Coordinator. The Environmental Coordinator will provide separate comments. <br />•Floodplain <br />The Watermark 7th Addition does not impact the existing floodplain. <br />Comments: <br />1.Verify that floodplain elevations remained unchanged as a result of the <br />changes as part of PUD Amendment #4. <br />•Drainage and Utility Easements <br />Roadways are proposed within right-of-way and lots include standard drainage and utility <br />easements. Larger drainage and utility easements are provided over surface water <br />management features as required. <br />Comments: <br />1.We recommend a deed restriction on the RCWD/Anoka County ditch <br />easement. L1 B1 & L4&5 B8
