1 <br />CITY COUNCIL <br />WORK SESSION STAFF REPORT <br />ITEM NO. 2 <br />STAFF ORIGINATOR: Andy Nelson, Environmental Coordinator <br />WORK SESSION DATE: April 1st, 2024 <br />TOPIC: Centerville Lake Aluminum Sulfate Treatment- <br />Draft Cost-Share Agreement <br />______________________________________________________________________________ <br />BACKGROUND <br />Rice Creek Watershed District (RCWD) has been awarded $954,500 in grant funding to be used <br />for improving water quality in Centerville Lake. The majority of these funds will be used for <br />alum treatments that will address internal phosphorous loading that has been responsible for <br />algae blooms and other water quality issues. RCWD is seeking financial support from local <br />partners to assist in meeting a 10% local match requirement for the awarded grant funds. <br />Matt Kocian, Lake and Stream Manager with RCWD, will be present to discuss the project, <br />explain details of the attached cost-share agreement, and to answer questions from the <br />Council. <br />The source of the grant funding is the Clean Water Fund, which is used to protect, enhance, and <br />restore water quality in lakes, rivers, and streams, and to protect groundwater from <br />degradation. The majority of the grant amount will be used for aluminum sulfate (“alum”) <br />treatments to address internal phosphorous loading. Alum is a commonly used tool for <br />managing internal phosphorus loading and has been successfully used on many lakes in <br />Minnesota and across the country. Additional funds may be used for monitoring, engineering, <br />and potentially reestablishing some native species in the lake. The alum treatments could <br />begin as early as spring 2024. <br />RCWD is requesting a financial contribution from each project partner to assist with meeting <br />grant match requirements. Partners on this project include the City of Centerville, Anoka <br />County, and the City of Lino Lakes. RCWD is requesting 22.6% of the local match required from <br />each of the project partners. The total amount requested from each of the partners will not <br />exceed $35,000. RCWD will be providing the remaining portion of the match requirement and <br />any additional money needed should the project go over budget. <br />4
