Foundation Landscaping <br /> Foundation landscaping standards do not apply to single family residential development. <br /> Sod and Ground Cover Standards <br /> All areas not otherwise improved in accordance with the approved site plans shall have a <br /> minimum depth of 4 inches of topsoil and be sodded including boulevard areas. Seed may be <br /> provided in lieu of sod in certain cases, including when the area is adjacent to natural areas or <br /> wetlands. <br /> Seed mix for ground cover must be specified on the Landscape Plan and Grading, Drainage, and <br /> Erosion Control Plan. <br /> Sod and Ground Cover Standards have not been met. <br /> Lighting <br /> The purpose of the lighting requirements in the Zoning Code is to reduce light pollution, <br /> promote energy conservation, and increase night time safety, utility, security, and productivity. <br /> Lighting is reviewed by the City Planner. <br /> Per Section 1007.043(6)(d), no light source shall exceed 1.0 foot candle onto right of way or 0.4 <br /> foot candle onto adjacent property. <br /> Per Section 1007.043(6)(f), in residential districts, any lighting used to illuminate a structure, an <br /> off-street parking area, or other area shall be arranged as to deflect light away from any <br /> adjoining residential property or from any public right-of-way. <br /> While photometric plans aren't required for single residential houses, City Code requirements <br /> still must be met. <br /> RECOMMENDATIONS <br /> Staff recommends that the Preliminary Plat for the Linda Avenue Addition be forwarded to the <br /> Planning and Zoning Board and City Council with the following comments: <br /> 1. A 6-foot buffer and screen will be required for the east perimeter abutting Hodgson <br /> Road. This screen can be trees, shrubs, a fence, or some combination of these as <br /> described in City Code Section 1007.049 (6)(b). <br /> 2. Remove 7 additional Emerald ash borer infested trees from the site. <br /> 3. The trees planned for preservation on the west perimeter must have Tree Protection <br /> Zones installed in accordance with the City Tree Protection Fence Detail. This is noted <br /> on the Grading, Drainage, and Erosion Control Plan (Sheet C1.1). The same note must <br /> be added to the Landscape Plan (Sheet L1) in place of landscaping note#3. <br /> 5 <br />
