Planning & Zoning Board <br />April 10, 2024 <br />Page 2 <br />APPROVED MINUTES <br />Chris Stowe, 426 Pine St, wanted to bring the Board’s attention to zoning and <br />planning concerns with his property. He began with the overview of the duties of <br />the Planning and Zoning Board. He expressed concerns about major <br />development and zoning projects coming up in the City of Lino Lakes. He also <br />expressed concerns about residents having to pay higher taxes for development <br />projects. He also wanted the City to protect Bald Eagle nest on the big tree north <br />of the Robinson sod farms. <br />Lonny Eibensteiner, 8180 Diane St, he did not sign the sign-up sheet, but Chair <br />Root accepted his comment. He wanted to express concerns about building code <br />enforcement and his concerns about his property regarding his second driveway <br />along the City easement. He also expressed concern about misinformation from <br />the City inspectors approving one permit and rejecting another. He also wanted <br />to bring the Board’s attention to the complaints all along Diane St. <br />Mr. Laden moved to close the open mike. Motion seconded by Mr. Wipperfurth. <br />Motion carried 6 – 0. Open mike was closed at 6:46 p.m. <br />7.ACTION ITEMS <br />A.Public Hearing: Zoning Ordinance Text Amendment-Sacred <br />Communities and Micro-Unit Dwellings <br />Ms. Larsen presented the staff report. <br />During the 2023 legislative session, the Legislature passed a bill authorizing <br />religious institutions beginning January 1, 2024 to site micro-unit dwellings on <br />religious institution property. The state statute also requires cities to permit <br />sacred settlements of micro units either via a permitted use or conditional use. <br />Staff recommends the Board adopts the conditional use permit. <br />Mr. Wipperfurth asked if the City can enforce zoning exterior material <br />requirements upon those applying for this. Ms. Larsen replied that the City would <br />have to be consistent with what the State statute says, which is exterior material <br />should be compatible with single-family residential requirements. <br />Mr. Vojtech asked what the process would be to pull a permit like this. <br />Ms. Larsen responded they must go through the conditional use permit, which <br />lays out all the requirements, and plan review and site review process.
