Planning & Zoning Board
April 10, 2024
Page 3
APPROVED MINUTES
Mr. Vojtech also asked if an individual can turn an existing building into a
religious institute. Ms. Larsen replied that you could if you meet the requirements
within the conditional use permit, including parking requirements and so on.
Mr. Root expressed concerns about the standards and minimum requirements
needed, including the setbacks. Mr. Root also suggested considering residential
areas also can fall under the conditional use permits. He commented on the
State statute which states religious institutes/sacred communities need security
as well.
Mr. Vojtech asked about the security protocols, if it could be interpreted as
something and if those standards are not met, and if the City would revoke the
conditional use permit. Ms. Larsen replied that staff will investigate the language
a bit more closely.
Ms. Guthmueller asked if there is a limit to how many micro-dwellings can be
built in a sacred community. Ms. Larsen replied if they meet the setback
requirements then it can be as many as they could.
Chair Root opened the public hearing to the public at 7:05 p.m.
Doug Malsom, 8210 Diane St, asked what the tax rates are going to be when the
micro-dwellings are put in. He expressed concerns about how the religious
institutes do not have to pay taxes, therefore the residents will have to pay more
taxes. He also suggested the City sue the State as protest against the statute.
Chris Stowe, 426 Pine St, agreed with Mr. Malsom.
Angella Coil, 7672 Sunset Ave, asked what parameters are set for the
communities, for example, how many people are in the micro-units, who are
moving in, such as no background check, etc. Where are the people coming
from, such as where are the homeless people coming from who are increasing
crime and drug trafficking. She also said that she likes the small community and
would like it to stay that way.
Mr. Wipperfurth moved to close the public hearing. Motion seconded by Mr.
Laden. The public hearing was closed at 7:09 p.m.
Chair Root entertained a motion to approve the proposed zoning text amendment
with the conditional use permit regarding sacred communities and micro -
dwellings.
