8 <br /> <br /> <br />Per the applicant, “the owner has several other properties with the same use and the parking <br />needed per leased space is typically 1 owner vehicle & maybe 1 employee. For the indoor <br />storage spaces- it is rare to have more 3 vehicles at the building at any one time accessing the <br />storage. So if every leased space had the need for 2 stalls, plus 3 vehicles for the storage area, <br />all at the same time, that still would only be 25 parking stalls.” <br /> <br /> (b) In no case shall the amount of off-street parking provided be less than one-half of the <br />amount of parking required by ordinance. <br /> <br />Off-street parking requirements are 40 spaces. Thirty-one (31) spaces are being constructed and <br />11 spaces are deferred. <br /> <br /> (c) The site has sufficient property under the same ownership to accommodate the <br />expansion of the parking area to meet the minimum requirements of this ordinance if the <br />parking demand exceeds on site supply. <br /> <br />The deferred parking area is located to the west of the building. <br /> <br /> (d) Off-street parking shall only occur in areas designed and constructed for parking in <br />compliance with this chapter. <br /> <br />Off-street parking spaces are compliant. <br /> <br /> (e) The applicant and city enter into an agreement, to be recorded against the subject <br />property, which includes a clause requiring the owner to install the additional off-street parking <br />spaces, upon a finding of the Community Development Director that such additional parking <br />spaces are necessary to accommodate the use. <br /> <br />A Parking Deferment Agreement has been drafted and shall be executed and recorded. <br /> <br /> (f) A change of use will necessitate compliance with the applicable Zoning Ordinance <br />standard for off-street parking. <br /> <br />The applicant shall has detailed compliance with these requirements. <br /> <br />Personal vehicles and delivery trucks cannot access, load, or turnaround near the 3 units on the <br />east/southeast side of the building. The staging area for the indoor self-storage building also <br />conflicts this area. The drive aisle in the east/southeast corner of the site accessing the staging <br />area and 3 units shall be a minimum of 47ft wide has been revised to accommodate a 24ft wide <br />drive aisle and 23ft deep parking stall per discussion at the Planning & Zoning Board meeting. <br />This matches what is provided on the north side of the building. <br /> <br />102
