Rud & Sons, Inc. dated January 26, 2024 <br />• Stormwater Management Plan prepared by Elan Design Lab dated January 26, 2024 <br />March 12, 2024 <br />• Wetland Delineation Report prepared by Jacobson Environmental, PLLC dated May 11, <br />2023 <br /> <br />BACKGROUND <br /> <br />History <br /> <br />On September 10, 2018, the City Council passed Resolution No. 18-103 approving a conditional <br />use permit for the mini self-storage facility located on Phase I, the north half of the 440 Park <br />Court site. Phase II, the south half of the site, was contemplated for additional mini self-storage <br />facilities; however, in January 2023, the new zoning ordinance was adopted and mini self- <br />storage facilities are no longer allowed in the LI, Light Industrial zoning district. <br /> <br />The applicant is proposing to construct an industrial building with eleven (11) multi-tenant <br />industrial units to be used by construction related businesses. The building will also have an <br />indoor self-storage facility. See the attached applicant’s narrative for a detailed project <br />description. <br /> <br />Existing Site <br /> <br />The 5.74 acres site is legally described as Lot 4, Block 1, Marshan Lake Industrial Park. The north <br />half of the site has 12 mini self-storage facilities. <br /> <br />In August 2018, a Response Action Plan/Contingency Action Plan (RAP/CCP) was completed by <br />American Engineering Testing, Inc. summarizing the actions proposed to manage the impacted <br />fill soil/concrete debris and construction materials encountered during redevelopment of the <br />site. The RAP/CCP was approved by MPCA in October 2018. The remediation work was <br />96
