1 <br />CITY COUNCIL <br />REGULAR MEETING STAFF REPORT <br />AGENDA ITEM 1F <br />STAFF ORIGINATOR: Meg Sawyer, Human Resources and Communications Manager <br />MEETING DATE: May 13, 2024 <br />TOPIC: Personnel Policy Revisions <br />VOTE REQUIRED: Simple Majority <br />______________________________________________________________________________ <br />INTRODUCTION <br />The City Council is being asked to approve two additions to the current Personnel Policy. <br />BACKGROUND <br />Staff periodically reviews the City’s Personnel Policy and recommends updates as needed. Staff <br />is proposing the addition of Section 8.12 Smoking and Tobacco Use Policy and an additional <br />paragraph added to Section 8.11 IT Acceptable Use Policy regarding Artificial Intelligence (AI). <br />8.12 Smoking and Tobacco Use Policy <br />The City of Lino Lakes observes and supports the Minnesota Clean Indoor Air Act. All City <br />buildings and vehicles, in their entirety, shall be designated as tobacco free, meaning that <br />smoking in any form (through the use of tobacco products such as pipes, cigars, and cigarettes) <br />or “vaping” with e-cigarettes is prohibited while in a City facility or vehicle. <br />Smoking of any kind, including pipes, cigars, cigarettes, vaping with e-cigarettes, and the use of <br />chewing tobacco, is prohibited for employees while on duty. Employees are allowed to smoke <br />only during their breaks and lunch, and only in areas designated for that purpose. <br />Section 8.11 IT Acceptable Use Policy <br />The City has adopted Metro-INET’s Acceptable Use Policy to protect the security and integrity <br />of electronic information systems. In addition to the terms of Metro-INET’s Acceptable Use <br />Policy, the following terms apply to all City employees. <br />All technology systems are the property of the City of Lino Lakes and/or Metro-INET. This <br />includes, but is not limited to, all hardware, software, programs, applications, templates, <br />documents, internal and external email messages, internet logs, and data files developed or <br />stored on technology systems owned or leased by the City or Metro-INET. The City reserves the <br />right to inspect, monitor, access, and retrieve any data, messages, settings, files, or other <br />components of City or Metro-INET technology at any time without an employee’s consent. <br />Users should have no expectation of privacy in the use of City or Metro-INET technology. This <br />includes personal email messages, files, Internet logs, or other data. <br />60
