introduce flexibility of site design to achieve public benefits that may not otherwise be
obtained through standard zoning regulations. Examples of these public benefits include
increased open space, enhanced greenway corridor, wetland restoration, additional
wetland buffers, higher architectural & building standards, etc.
The Yield Plan that was also submitted with this project shows 621 housing units, which
is what could be allowed if the plan followed conventional subdivision zoning
requirements. The Concept Plan submitted shows 434 housing units with additional
green space, which illustrates the site's potential for additional public benefit that may
be possible under the Planned Unit Development scenario presented.
Environmental Assessment Worksheet
The project meets the mandatory threshold for an Environmental Assessment
Worksheet (EAW). EAWs are not intended to approve or deny a project. Rather, they
are an information source used to identify issues that may require further review and
potential mitigation related to a project and project site.
Preparation of an EAW would be required to be completed prior to submittal of a
preliminary plat application.
Some highlights of the information required in an EAW:
• cover types, geology, soils, and topography
• permits and approvals required
• surface water features and impacts, groundwater, wells, and location of
impaired waters within a mile of project
• wetlands, wetland impacts, and potential delineation requirement
• wastewater management
• stormwater: erosion and sediment control, National Pollutant Discharge
Elimination System permit required, Stormwater Pollution Prevention Plan
(SWPPP)
• water appropriation, including potential Minnesota Department of Natural
Resources (MN DNR) appropriation permit
• shoreland and floodplain ordinance compliance
• fish and wildlife resources, including habitat and vegetation near the site;
impacts; and mitigation of impacts
• MN DNR Natural Heritage Information System (NHIS) request (the
comprehensive database of rare features), mitigation measures for plants and
animals identified
• contamination/hazardous material/waste management
• air, noise, transportation (traffic) concerns
4
