Examples of these public benefits include <br /> increased open space, enhanced greenway corridor, wetland restoration, additional <br /> wetland buffers, higher architectural & building standards, etc. <br /> The Yield Plan that was also submitted with this project shows 621 housing units, which <br /> is what could be allowed if the plan followed conventional subdivision zoning <br /> requirements. The Concept Plan submitted shows 434 housing units with additional <br /> green space, which illustrates the site's potential for additional public benefit that may <br /> be possible under the Planned Unit Development scenario presented. <br /> Environmental Assessment Worksheet <br /> The project meets the mandatory threshold for an Environmental Assessment <br /> Worksheet (EAW). EAWs are not intended to approve or deny a project. Rather, they <br /> are an information source used to identify issues that may require further review and <br /> potential mitigation related to a project and project site. <br /> Preparation of an EAW would be required to be completed prior to submittal of a <br /> preliminary plat application. <br /> Some highlights of the information required in an EAW: <br /> • cover types, geology, soils, and topography <br /> • permits and approvals required <br /> • surface water features and impacts, groundwater, wells, and location of <br /> impaired waters within a mile of project <br /> • wetlands, wetland impacts, and potential delineation requirement <br /> • wastewater management <br /> • stormwater: erosion and sediment control, National Pollutant Discharge <br /> Elimination System permit required, Stormwater Pollution Prevention Plan <br /> (SWPPP) <br /> • water appropriation, including potential Minnesota Department of Natural <br /> Resources (MN DNR) appropriation permit <br /> • shoreland and floodplain ordinance compliance <br /> • fish and wildlife resources, including habitat and vegetation near the site; <br /> impacts; and mitigation of impacts <br /> • MN DNR Natural Heritage Information System (NHIS) request (the <br /> comprehensive database of rare features), mitigation measures for plants and <br /> animals identified <br /> • contamination/hazardous material/waste management <br /> • air, noise, transportation (traffic) concerns <br /> 4 <br />
