The City's review and comments on the proposed concept plan's relation to the <br /> Comprehensive Plan and development regulations does not grant any rights to the <br /> applicant to develop the property as depicted by the concept plan. These are high level <br /> comments and depending on the outcome of the proposed moratorium, the concept <br /> plan may change. <br /> EXISTING CONDITIONS <br /> The predominant existing land use is agricultural related to Robinson Sod Farm. Public <br /> ditch ACID 10-22-32 and private ditches drain the site south. Wetlands appear in the <br /> National Wetland Inventory along the ditch corridors and the east perimeter of the site. <br /> Residential areas exist adjacent to the proposed project parcels to the south along <br /> Robinson Drive, Century Trail, and Carl Street. To the east, rural single-family lots run <br /> along Carl Street and 4th Avenue. There is more agricultural use across Main Street to <br /> the north. <br /> PROPOSED CONDITIONS <br /> The project proposes a mix of single-family lots, townhomes, rowhomes, and <br /> apartments, for a total of 434 housing units. A mosque and a commercial area with a <br /> daycare, playground, grocery store, restaurant, and coffee shop are central features of <br /> the site. <br /> Ponds are located throughout the project for both stormwater management and <br /> floodplain mitigation. These ponds and surrounding open space include a network of <br /> trails that provide connectivity to neighboring residential areas and a currently <br /> undeveloped park on Robinson Drive. <br /> Public ditch 10-22-32 bisects the site and ultimately drains to Marshan Lake. This ditch <br /> is proposed to remain in place. <br /> Rezoning <br /> The property is currently zoned R, Rural. The property would need to be rezoned to <br /> PUD, Planned Unit Development, in order to allow for a variety of lot widths and <br /> housing types. <br /> The intent of Planned Unit Development is to provide for the grouping of lots or <br /> buildings for development as an integrated, coordinated unit as opposed to traditional <br /> parcel by parcel, piecemeal, or sporadic approach to development.
