This staff report is based on review of the following submittals: <br /> • Concept Plan and Submittal Narrative prepared by Sathre-Bergquist, Inc., dated <br /> 4-17-24 <br /> ANALYSIS <br /> History <br /> Robinson Lakes <br /> In October 2006, a concept plan for Robinson Lakes was reviewed at a Council Work <br /> Session. The concept plan included 680 acres of Robinson property located both north <br /> and south of Main Street. The plan included a residential mix of single family, multi- <br /> family and active adult multi-family homes. Lakes, open space, and greenway system <br /> with parks and trails were incorporated throughout the development. This project <br /> never moved forward due to the onset of a housing recession. <br /> Promenade <br /> A concept plan for Robinson Property submitted by Integrate Properties, LLC was <br /> reviewed at the January 41", 2022 Environmental Board meeting. The concept plan <br /> included 157 gross acres south of CSAH 14 (Main Street) and consisted of a mix of <br /> housing types totaling 707 housing units. The plan was later reviewed at the City <br /> Council Work Session on February 71", 2022. <br /> In October 2022, the Council approved a Record of Decision and Making a Negative <br /> Declaration on the Need for an Environmental Impact Statement (EIS) for Robinson Sod <br /> Farm. The Environmental Assessment Worksheet (EAW) evaluated two development <br /> scenarios, the PUD Concept Plan with 557 dwelling units and the Yield Plan with 707 <br /> dwelling units. <br /> In November 2022, a revised concept plan was reviewed by the Planning & Zoning <br /> Board. The proposed development was renamed Promenade. This project did not move <br /> forward. <br /> Zikar Holdings has since submitted a Concept Plan for consideration. <br /> On April 1, 2024, the City Council discussed the possible consideration of a development <br /> moratorium in light of two potential projects proposed in the northwest quadrant of the <br /> City. The Pulte/Del Webb and Madinah Lakes projects include approximately 400 acres <br /> of the existing sod farm area north and south of Main Street. <br /> 2 <br />
