Mr. DeGardner gave a summary of his written report that the Lyngblomsten <br />development recently constructed paved trail connecting to the existing trail segment <br />near Woodridge Lane. The existing 200 feet of trail is in poor condition and is being <br />replaced. <br /> <br />7. UNFINISHED BUSINESS <br /> <br />Mr. Gooder stated a few residents from the Pheasant Hills development stated a 12-foot <br />section of a trail has risen about six inches and people can’t cross the roots. Mr. <br />DeGardner stated he has been in contact with a resident, and the cottonwood trees are <br />located on the HOA side. The city will have to work with the HOA. <br /> <br />Mr. Gooder also stated that there is a trail along Birch Street where the trees need to be <br />trimmed. Mr. DeGardner said he would look into this. <br /> <br />Mr. Cutts asked for any updates about when the bridge behind Rice Lake Elementary will <br />be open. Mr. DeGardner stated that it is an Anoka County project. <br /> <br />8. NEW BUSINESS <br /> <br />A. Easement Vacation – Shores of Marshan Lake Boardwalk <br />Mr. DeGardner gave a summary of his written report. The boardwalk section in the <br />Shores of Marshan development was built in 1995. The original intent of the boardwalk <br />was to continue northward resulting in an eventual circular loop around Marshan Lake, <br />but the concept was eventually abandoned. <br />The continued deterioration and heaving of the aging boardwalk sections became more of <br />a safety issue in 2017, with “Caution-Uneven Surface” signs being installed. In July 2019 <br />Park Maintenance staff placed barricades at both entrances, essentially closing down the <br />Marshan Boardwalk. Subsequently, the entire boardwalk section (approximately 700 <br />feet), along with the bituminous pathways leading to Stagecoach Trail, was removed in <br />December 2020. <br />With the removal of the boardwalk and trail sections, there is no feasible plan to replace <br />this trail segment. Replacement costs would amount to well over $100,000. If no trail is <br />ever envisioned or needed, there is no need to retain the trail easements for public <br />purposes. In order to vacate the trail easements, the Park Board needs to approve a <br />recommendation that the trail easements are, “no longer needed for a public purpose.” <br />Mr. Termont moved to vacant the Shores of Marshan Lake Boardwalk Easement.
