1 <br /> <br />PARK BOARD STAFF REPORT <br />AGENDA ITEM 6A <br /> <br />STAFF ORIGINATOR: Rick DeGardner, Public Services Director <br /> <br />MEETING DATE: June 5, 2024 <br /> <br />TOPIC: Madinah Lakes PUD Concept Plan Review <br /> <br />______________________________________________________________________________ <br /> <br />BACKGROUND <br />The applicant, Zikar Holdings, is proposing a master planned development located on the <br />Robinson Sod Farm property south of CSAH 14 (Main Street) and east of CR 53 (Sunset Avenue). <br />The development contains 4 parcels totaling approximately 150 acres and consists of a mix of <br />residential housing types, commercial development, and a religious building. The proposed <br />development is called Madinah Lakes (Attachment A). <br />Figure 10-2, Neighborhood Service Areas (Attachment B) of the 2040 Comprehensive Plan <br />depicts Century Farm North Park to serve as the neighborhood park for this area (Attachment <br />C). The City acquired approximately 6.3 acres of park back in 2011 when the Century Farm <br />North development was platted. <br />The 2040 Comprehensive Plan identifies a proposed Greenway System extended across the <br />subject site (Attachment D). The PUD process provides the opportunity for the creation of a <br />multi-functional greenway corridor that incorporates many attributes into one comprehensive <br />design, including: <br />• Interconnected trail system and parks <br />• Protected open space and natural areas <br />• Wetlands, including Wetland Management Corridor and buffers <br />• Major and minor drainage routes and other elements of the local surface water <br />management system (including stormwater ponds) <br />• Floodplain management <br />A greenway/park system was initially established to the south of the development site with the <br />Century Farm North subdivision. That system was stubbed to the north from Robinson Drive <br />and to the east from Century Trail. <br />The developer has attempted to expand this system throughout the project. Opportunities for <br />enhancement of the greenway system remain. The County Ditch corridor is the priority <br />component of this greenway system. A connection should be made from the Century Trail <br />connection across the County ditch.
