JOINT POWERS AGREEMENT FOR <br />STREET LIGHTING OF THE MAIN STREET (CSAH 14) AND SUNSET AVENUE (CR 53) <br />ROUNDABOUT <br />This Agreement made and entered into this 3rd day of June 2024, by and between the City of <br />Blaine, 10801 Town Square Drive NE, Blaine, MN 55449, hereinafter referred to as “Blaine”, and the City <br />of Lino Lakes, 600 Town Center Parkway, Lino Lakes, MN 55014, hereinafter referred to as “Lino Lakes”. <br />WITNESSETH <br />WHEREAS, Anoka County constructed a roundabout on Main Street (CSAH 14) and Sunset <br />Avenue (CR 53) which is a shared border between Blaine and Lino Lakes, the “Cities”; and <br /> WHEREAS, Anoka County installed thirteen street lights with the construction of the roundabout <br />at Main Street (CSAH 14) and Sunset Avenue (CR 53) in 2024 within both Cities; and <br />WHEREAS, pursuant to Anoka County policy, the maintenance of street lights and cost of <br />electrical power to the street lights is the sole obligation of the Cities in which the installations are located; <br />and <br />WHEREAS, the parties to this Agreement consider it mutually desirable to share the cost of the <br />metered street light power for the thirteen street lights constructed within the Cities; and <br />WHEREAS, the parties to this Agreement also consider it mutually desirable to divide the cost for <br />the maintenance of the street lights located within the Main Street (CSAH 14) and Sunset Avenue (CR <br />53)roundabout right of way; and <br />WHEREAS, Minnesota Statutes Section 471.59 authorizes political subdivisions of the State to <br />enter into joint powers agreements for the joint exercise of powers common to each. <br />NOW, THEREFORE, IT IS MUTUALLY STIPULATED AND AGREED: <br />I.PURPOSE <br />The parties have joined together for the purpose of sharing the cost of the metered street <br />light power for the thirteen street lights constructed at the roundabout Main Street (CSAH <br />14) and Sunset Avenue (CR 53). The parties have also joined together for the purpose <br />and dividing the maintenance cost for those street lights located within the Sunset <br />Avenue roundabout right of way. <br />II.METHOD AND COSTS <br />Power Service <br />Blaine will receive and pay the monthly Connexus Energy bills for the metered power to <br />the thirteen street lights constructed at the roundabout on Main Street (CSAH 14) and <br />Sunset Avenue (CR 53). Blaine will total the Connexus Energy bills at the end of each <br />year and send an invoice for half of the metered power cost to the City of Lino Lakes. <br />Street Light Maintenance <br />Maintenance costs for the street lights located with either community that being east of <br />the boarder within Lino Lakes and west of the boarder within Blaine will be the sole <br />responsibility of that community. <br />III.STRICT ACCOUNTABILITY <br />396
